Abstract

The rapid development of digital technology presents various challenges for students, including the decline of social values, the spread of misinformation, low digital literacy, and weakening citizenship awareness. These conditions require educational institutions to implement appropriate strategies to strengthen students' citizenship character. This study aims to analyze strategies for strengthening students' citizenship character through the actuating function in educational management. The research employed a qualitative descriptive approach using a library research method by reviewing books, scientific journals, and relevant previous studies. The findings reveal that the actuating function serves as an important managerial strategy in directing, motivating, guiding, and encouraging all school members to participate in character-building efforts. The implementation of this function can be realized through effective leadership, communication, academic supervision, teacher role modeling, character habituation programs, and student participation in school activities. Furthermore, the integration of citizenship education and digital literacy contributes to the development of responsible, ethical, and active digital citizens. Therefore, the actuating function can serve as an effective strategy to strengthen students' citizenship character and prepare them to face challenges in the digital era.
