Abstract

Currently, there is a widespread decline in morals among elementary school children, such as bullying, dishonesty, and a lack of respect for teachers. This literature review aims to identify strategies, challenges, and implementation of strengthening character education in elementary schools based on recent research. The method used is Systematic Literature Review (SLR) based on Kitchenham theory (2004) from Keele University. According to Kitchenham's measures include: Defining research questions using PICO framework (Population, Intervention, Compison, Outcome), developing a documented review protocol, conducting comprehensive literature search in various databases, selecting studies based on protocols, assessing the quality of studies, extracting and synthesizing data and reporting transparently and can be audited.. The results of the study indicate that character education in elementary schools is most effectively implemented through three main strategies: integration into thematic learning based on the Pancasila Student Profile, habituation through school culture, and teacher role models. The main challenges identified include the negative impact of social media on student character, limited teacher competency in integrating character into learning, and inconsistencies in values ​​between schools and families. Effective implementation requires synergy between schools, families, and communities (the Three Centers of Education), as well as strong leadership support from school principals. This study provides practical recommendations for teachers, principals, and prospective PGSD educators in implementing character education holistically and sustainably.
