Abstract

Abstract: Public complaint management at the Silaen Sub-district Office, Toba Regency, has traditionally relied on conventional, in-person procedures that require citizens to visit the office directly to submit a complaint. This limitation results in long waiting times, undocumented reports, and an absence of any tracking mechanism for residents. This study designs and implements a web-based public complaint platform, internally referred to as PARI-SILAEN, that is integrated with a WhatsApp Gateway service to overcome these limitations. The system was developed using the Rapid Application Development (RAD) method through four iterative stages: Requirements Planning, User Design, Construction, and Cutover, and was built with PHP Native, MySQL, Bootstrap 5, Chart.js, DataTables, and the FONNTE API as the WhatsApp notification service. Identity validation is layered across three mechanisms: automatic verification of the first six digits of the National Identity Number (NIK) against the official regional code of Silaen Sub-district (121203), mandatory selection of a registered home village from twenty-three villages, and manual verification by an Admin officer, while GPS coordinates are used only to record the incident location rather than to validate residency. The system manages six complaint statuses, namely New, Verified, In Process, Completed, Rejected, and Escalated, each of which triggers an automatic WhatsApp notification through eight predefined message triggers. System functionality was evaluated using Black-Box Testing across fifteen scenarios covering public, administrator, and executive access, all of which were declared valid, while User Acceptance Testing (UAT) involving Likert-scale questionnaires recorded a feasibility score of 91.50% from the citizen group and 93.33% from the internal apparatus group, both falling into the “Very Effective” category. These findings indicate that the integration of a structured web-based complaint workflow with automated WhatsApp notifications meaningfully improves the transparency, responsiveness, and administrative accountability of public services at the sub-district level. Keywords: public complaint platform; WhatsApp Gateway; e-government; Rapid Application Development; NIK identity validation   Abstrak: Pengelolaan pengaduan masyarakat di Kantor Camat Silaen, Kabupaten Toba, selama ini masih berjalan secara konvensional sehingga mengharuskan warga datang langsung ke kantor untuk menyampaikan keluhan. Kondisi ini menimbulkan waktu tunggu yang lama, pengaduan yang tidak terdokumentasi, serta tidak adanya mekanisme pelacakan bagi warga. Penelitian ini merancang dan mengimplementasikan sebuah platform pengaduan masyarakat berbasis web, yang secara internal disebut PARI-SILAEN, yang diintegrasikan dengan layanan WhatsApp Gateway untuk mengatasi keterbatasan tersebut. Sistem dikembangkan menggunakan metode Rapid Application Development (RAD) melalui empat tahapan iteratif, yaitu Requirements Planning, User Design, Construction, dan Cutover, serta dibangun dengan PHP Native, MySQL, Bootstrap 5, Chart.js, DataTables, dan FONNTE API sebagai layanan notifikasi WhatsApp. Validasi identitas dirancang secara berlapis melalui tiga mekanisme, yaitu pemeriksaan otomatis terhadap enam digit pertama Nomor Induk Kependudukan (NIK) yang dicocokkan dengan kode wilayah resmi Kecamatan Silaen (121203), kewajiban memilih desa domisili dari dua puluh tiga desa terdaftar, serta verifikasi manual oleh Admin, sementara koordinat GPS hanya digunakan untuk mencatat lokasi kejadian dan bukan sebagai alat validasi domisili. Sistem mengelola enam status aduan, yaitu Baru, Diverifikasi, Diproses, Selesai, Ditolak, dan Eskalasi, yang masing-masing memicu notifikasi WhatsApp otomatis melalui delapan jenis pemicu pesan yang telah ditetapkan. Pengujian fungsionalitas sistem dilakukan melalui Black-Box Testing terhadap lima belas skenario yang mencakup akses publik, administrator, dan eksekutif, dengan seluruh skenario dinyatakan valid, sementara User Acceptance Testing (UAT) menggunakan kuesioner skala Likert mencatat skor kelayakan sebesar 87.60% dari kelompok masyarakat dan 87.00% dari kelompok aparatur internal, yang keduanya berada pada kategori “Sangat Efektif”. Temuan ini menunjukkan bahwa integrasi alur kerja pengaduan berbasis web yang terstruktur dengan notifikasi WhatsApp otomatis secara nyata meningkatkan transparansi, responsivitas, dan akuntabilitas administrasi pelayanan publik di tingkat kecamatan.
