Abstract

The Smart Banyuwangi Program is a Banyuwangi Regency Government policy aimed at improving access and quality of education through a smart city approach. However, the implementation of this policy still leaves behind the issue of unequal access to education, especially for the Marhaen community. This article aims to analyze the implementation of the Smart Banyuwangi Program in the governance of improving the quality of education using the perspective of Sukarno's Marhaenism, which emphasizes three main pillars: socio-nationalism, socio-democracy, and Belief in the One Almighty God. This study uses a qualitative approach with data collection techniques through interviews, observation, and documentation. The results show that the Smart Banyuwangi Program has made a positive contribution to increasing school participation rates and the digitalization of education, but has not fully reflected the support of the Marhaen community. Strengthening policies that are more inclusive, participatory, and based on the values ​​of social justice is needed so that the goal of equitable education can be achieved.
