Abstract

AbstractProstitution is a negative thing. For those who undergo these activities are considered scum of society. But in a certain sense, the existence of prostitution is considered a positive thing. Because the presence of prostitution is able to impact on the prevention of rape. In addition, prostitution activities are also tolerated for reasons of economic factors, whether it is the fulfillment of the economic needs of the family, or other people whose work by utilizing the existence of the prostitution practice. In Banyuwangi Regency, there are 14 locations of prostitution localization. Yet, undetected places as the impact of pathological behavior. By the proliferation of activities just precisely open the door of the most vital and deadly diseases, namely HIV / AIDS. Therefore, in order to handle the HAV / AIDS, the Government of Banyuwangi Regency makes a policy in the form of Regent Regulation of Banyuwangi Number: 45 / 2015, About: The Prevention and Control procedure of HIV / AIDS. The existence of the Government policy of Banyuwangi Regency just precisely impact on the progress of HIV / AIDS case that more increased.Keywords: Prostitution, HIV / AIDS, Banyuwangi Regency

Abstract

The implementation of governance is very important in public policy making for the realization of a good public policy and can meet the needs of the community. In solving the problems of governance, a policy is required, therefore a policy-making process is required. Objective: To illustrate the phenomenon of government policy implementation on prostitution in Banyuwangi District. This research method is a qualitative research using descriptive approach based on Health Policy perspective. Result of research of Banyuwangi no. 45 of 2015 is expected to provide solutions to the problems of HIV / AIDS that occurred in Banyuwangi. The success of the policy implementation is assessed from the Standards and policy objectives; Resource; Communication; Interorganization and inaugural activities; Characteristics of implementing agents; social, economic, and political conditions, as well as the character of the executive.

Abstract

The implementation of public services must be ideal and uphold the dignity of the target community. Dissatisfaction due to the phenomenon of convoluted and slow service, reprisals by bureaucrats, siding with the interests of the applicant is known, and "underhand" payments indicate that public services in Banyuwangi Regency seem rigid, "take advantage of public needs," and do not meet the needs of the community. The phenomenon of service pathology can reduce the utilization of service facilities and trust in government performance.Bureaucrats must follow the principles of just and civilized humanity so thatplacing the community as the party served, not vice versa. Bureaucrats must guide public programs and provide clear pressure. The implementation of public services must be public oriented, not state oriented. Describe, analyze, and interpret the implementation of public services in Banyuwangi Regency according to perspectivejust and civilized humanity. Using a qualitative approach based on a constructive and participatory perspective. Primary data from interviews, secondary data from literature studies and regulations relevant to the object of research. Data analysis using the Atlas Ti 8.4.23, 2018. Public services in Banyuwangi Regency intersect with bureaucratic behavior that does not reflect the values of just and civilized humanity. Please just and civilized humanity important key in respecting the rights and obligations of the object and subject of service. Public service bureaucrats must be confident and consistent in the application of Pancasila values so that public services in Banyuwangi Regency remain effective despite experiencing an implementation deficit.

Abstract

Background: The road to Ijen Geopark is a provincial road that connects Banyuwangi Regency and Bondowoso Regency. The activity of collecting fees by the Tamansari Village Government for road users to Ijen Geopark which is intended to increase development in Tamansari Village has become a polemic in itself. The road to Ijen Geopark has 1 lane which has 2 lanes. Government Regulation 97/2012 explains that the road levy is for roads that have 2 lanes, each lane having at least 2 lanes. Objectives: To describe, analyze, and interpret the implementation of Tamansari Village Government policies in withdrawing provincial road fees for road users to Ijen Geopark based on Government Regulation 97/2012. Method: Using qualitative principles according to constructive and participatory models. Primary data from interviews, and secondary data from the results of literature studies and various regulations relevant to the substance of the research. Result: The fee collection program can be justified if it does not violate existing regulations and is properly beneficial for development and society. Conclusion: The wrong levy collection policy causes community dissatisfaction, causes people to have no sympathy for the government, and reduces the utilization of infrastructure provided by the government.

Abstract

Implementation of the Banyuwangi Response Stunting Program in Srono District, because the prevalence reached 6.98% and placed it as the 3rd highest rank in Banyuwangi Regency. The highest supplier is Wonosobo Village. The high stunting rate is because many people and including stakeholders think stunting is only about heredity, so it's considered normal. Objective: To describe, analyze, and interpret the implementation of the Banyuwangi Respond Stunting program to the people of Wonosobo Village. Method: Using qualitative principles according to constructive and participatory models. Primary data from interview results, and secondary data from the results of literature studies and various regulations relevant to the substance of the research. Result: It is difficult to reduce stunting due to ineffective prevention programs, not optimal coordination related to planning, budgeting, implementation, monitoring and evaluation, ineffective and efficient allocation and utilization of resources and sources of funds, as well as minimal assistance and outreach regarding the prevention and treatment of stunting. Conclusion: Giving all the rights of people who are vulnerable to stunting as referred to in the Banyuwangi Respond Stunting program is very important.

Abstract

Background: Drug abuse in Banyuwangi Regency is the result of people's lack of understanding of the dangers posed. Causes of drug abuse from internal and external factors. It is important that the Government of Banyuwangi Regency facilitates efforts to prevent and eradicate drug abuse, illicit traffic, and drug precursors. Objective: To describe, analyze, and interpret rehabilitation governance in dealing with drug abuse in Banyuwangi Regency. Method: Using qualitative principles according to constructive and participatory models. Primary data from interviews, and secondary data from the results of literature studies and various regulations relevant to the substance of the research. Results: The program for managing drug abuse handlers based on planning, organizing, directing, and monitoring has proven effective in handling narcotics abuse in Banyuwangi Regency. Conclusion: Development of medical rehabilitation institutions, as well as involving the participation of all parties in implementation and supervision is important.

Abstract

The phenomenon of poverty in Pesucen Village has received serious attention from the Pesucen Village Government through the implementation of the Village Fund Direct Cash Assistance program. The limited amount of social assistance makes people not receive it evenly and has an impact on social jealousy. Objective: To describe, analyze, and interpret the realization of the Village Fund Direct Cash Assistance program in alleviating the poor in Pesucen Village. Method: Using qualitative principles according to constructive and participatory models. Primary data from interviews, and secondary data from the results of literature studies and various regulations relevant to the substance of the research. Result: It is difficult to equalize welfare for the poor in Pesucen Village because not all poor people receive Direct Village Fund Cash Assistance. As for the reality of social jealousy due to the determination of the Village Fund Direct Cash Aid recipient community based on appointment. Conclusion: Pesucen Village Government must be guided by the principles of transparency, accountability, conditional, participatory, equal rights not discriminatory, balance of rights and obligations.

Abstract

Administration Public service innovation must have a welfare impact on bureaucrats and citizens. Welfare for bureaucrats purpose to increase discipline and comply with the principles and objectives of public service. The habit of bureaucrats requesting something for the sake of accelerating stimulus in service is an example of how it is not easy for citizens to get their rights in public services, thus distancing citizens from aspects of welfare. This research aims to describe, analyze, and interpret welfare in the delivery of public services in Banyuwangi Regency. Researchers use a qualitative approach based on constructive and participatory patterns. Primary data was obtained from interviews, and secondary data was obtained from literature studies and government policies that were relevant to the research topic. Data analysis utilizes the Atlas Ti 8.4.23 application, 2018. The results obtained in this study: (1) Receiving awards is not commensurate with people's comfort in public services; (2) The Banyuwangi Regency Government needs to establish a policy so that additional grants to the welfare of the freelance worker bureaucrat do not violate existing policies; (3) Prosperity for citizens can be realized if service is fast, precise, non-discriminatory, and not connected to brokers; (4) It is necessary to internalize and implement systems and ways of working services from the perspective of the new administrative paradigm and Pancasila ideology.

Abstract

Political communication strategy for young legislator candidates in the 2024 Banyuwangi Regency Regional People's Representative Council (DPRD) General Election to gain political legitimacy in the form of support and voting on election day. Young legislator candidates implement various patterns, including direct political outreach to the community, forming work teams or volunteers to carry out activities with the community, installing props, and contributing in the form of providing assistance according to community needs. This research using a qualitative approach aims to find out, describe and analyze the communication strategies implemented by young legislator candidates in the 2024 Banyuwangi Regency DPRD elections in order to gain public legitimacy. Based on the analysis of research findings, an effective political communication strategy through a systematic persuasive approach has the potential to open up opportunities for victory. Recommendations for innovative political communication by young legislative candidates are tailored to aspects: communication sources, communication messages, supporting channels or media, who is the target or recipient of political communication, and the effect of communication in the 2024 election contestation.

Abstract

The limited ability of individuals to achieve or complete education can adversely affect poverty levels and lead to various social problems. To overcome this problem, the Banyuwangi Regency Government creates innovations in education policy through the Banyuwangi Smart program, established based on Banyuwangi Regent Regulation number 15 of 2013. This program aims to guarantee access to education up to the tertiary level to the community, with the hope of creating a quality, orderly, peaceful, and prosperous society. Although the Banyuwangi Cerdas Program is a hope for the community, not all individuals can access this program. Therefore, the purpose of this study is to describe, analyze, and interpret the Banyuwangi Smart program with the hope of expanding access to fair and equitable education for all Banyuwangi people. In this study, a qualitative approach of the case study type was used. Primary data were obtained through interviews, while secondary data were sourced from literature studies and regulations relevant to this study. The results showed that implementing the Nyuwangi Program is not always fair. This program does not cover people with low incomes in rural areas, and the assessment focuses only on aspects of cognitive intelligence without paying attention to affective and psychomotor aspects. The successful implementation of a fair Banyuwangi Smart Program requires commitment, cooperation, and harmony between the Banyuwangi Regency Government, stakeholders, education providers, and the community. Efforts should be made to expand the scope of this program to reach the communities that need it, as well as to ensure that it covers all important aspects of education, including affective and psychomotor aspects.
