Abstract

This study aims to analyze the involvement of Generation Z in the organization of the 2024 Regional Elections in Serang Regency, focusing on their participation as members of the District Election Committee. Generation Z is known for its unique characteristics in political and democratic participation, marked by a strong desire to contribute to social change, particularly through electoral engagement. Data reveals that 45% of District Election Committee members in Serang Regency come from Generation Z, indicating their significant interest in the democratic process. Their involvement not only enhances transparency and accountability but also introduces fresh and dynamic perspectives that enrich local democracy. However, Generation Z faces various challenges, including a lack of comprehensive political education and limited understanding of election regulations. Despite these challenges, their high motivation, supported by broad access to information through social media and community backing, drives their active participation. Moreover, training provided by the government and election organizers improves their technical skills in fulfilling their roles. In conclusion, with proper support, Generation Z holds great potential to contribute to more transparent, accountable, and participatory elections in Indonesia.Generation Z, Civic Participation, and the 2024 Elections

Abstract

Zakat adalah sebuah kewajiban bagi ummat Islam. Zakat merupakan suatu ibadah sosial yang diperuntukan sebagai pemerata. Zakat juga merupakan salah satu alat yang dapat dipergunakan untuk menghilangkan kesenjangan pendapatan antara yang berkecukupan dengan yang masih merasa kekurangan. Seperti kita ketahui seharusnya zakat produktif dapat dipergunakan oleh mustahik dalam mengembangkan usahanya sehingga meningkatkan pendapatan dan meningkatkan taraf hidupnya, bahkan mengeluarkan dirinya dari mustahik menjadi seorang muzaki. Karena, dengan pola pendistribusian zakat produktif ini, BAZNAS akan lebih cermat dalam mengkaji persoalan kemiskinan yang bisa disebabkan karena kurangnya modal kerja, tidak adanya kesempatan kerja dan minimnya pendidikan sebagai konsep perencanaan dan pelaksanaan. Dengan pola pendistribusian zakat produktif ini diharapkan dapat membantu masyarakat dalam mengentaskan kemiskinan dengan cara meningkatkan taraf hidup para mustahiknya.. Adapun akad yang dipakai BAZNAS kota Bekasi adalah akad hibah yaitu pemberian secara cuma-cuma kepada mustahik.

Abstract

Human development is a key indicator for evaluating the success of sustainable development efforts. This research aims to examine the relationship between the Human Development Index (HDI) and the realization of the Sustainable Development Goals (SDGs) in Banten Province, specifically focusing on efforts to reduce poverty and address regional inequality. Utilizing a library research approach, the study draws primarily from official publications issued by the Central Statistics Agency (BPS) of Banten Province and supporting documents and reports relevant to the SDGs. The findings indicate that rising HDI levels in the province generally align with progress in several SDG objectives. Specifically, progress is most evident in SDG 1, which focuses on poverty eradication, and SDG 10, which addresses reducing social and economic disparities. Substantial variations in HDI among districts and cities persist, highlighting regional disparities that challenge the equitable realization of SDG outcomes. The study concludes that HDI can be utilized as a strategic tool for identifying development priorities and assessing the impact of SDG-related programs. This research contributes to the field of development policy by advocating for the integration of HDI indicators with SDG objectives to promote more equitable and inclusive welfare outcomes at both local and global scales.

Abstract

The implementation of this community service activity is located in Sangiang Village, Beusi Pasir Village, RT. 009 RW 04 Pamarayan District, The service activity was carried out on Wednesday, August 31, 2023 at the Sangiang Village office, this activity was carried out with the involvement of the Sangiang Village community, Karang Taruna, and a team of 2023 KKM Students Group 20 and PPKn Lecturers at Banten Jaya University. This activity has the theme of Prevention of Money Political Practices in the Community of Sangiang Village, Pamarayan District, Prevention of Money Political Practices is expected to be able to become a forum for public awareness in efforts to Prevent Money Political Practices, The methods used in this service activity are Counseling and Socialization and Discussion. Counseling and Socialization began with the elaboration of legal rules regarding programs, objectives, sanctions, voter education and examples of problems that often occur in the community regarding the practice of money politics while the discussion began with brainstorming activities, lectures and questions and answers, and the final result is expected that the community can play an active role in preventing the practice of money politics in the community of Sangiang Village, Pamarayan District,  so that the upcoming democratic party in 2024 will be colored by a sense of mutual support and sportsmanship in its implementation and the community in the future will also realize the important role of public concern for this matter to be able to build a just and prosperous Indonesian country.

Abstract

Penelitian ini bertujuan untuk menganalisis implementasi adaptive governance di Provinsi Banten dalam konteks desentralisasi yang asimetris dan ketimpangan kapasitas pembangunan antar wilayah. Perbedaan kapasitas fiskal antar kabupaten/kota berpotensi menimbulkan fragmentasi respons kebijakan dalam pembangunan daerah. Penelitian ini menggunakan pendekatan kualitatif dengan desain studi kasus eksploratif. Data dikumpulkan melalui wawancara semi terstruktur dengan 12 informan kunci yang terdiri dari unsur pemerintah daerah, DPRD, akademisi, dan tokoh masyarakat, serta dilengkapi dengan observasi terbatas dan analisis dokumen kebijakan. Data dianalisis menggunakan analisis tematik. Hasil penelitian menunjukkan bahwa adaptive governance di Provinsi Banten berkembang melalui tiga mekanisme utama, yaitu pembelajaran kelembagaan, kolaborasi lintas aktor, dan inovasi birokrasi berbasis digital. Pembelajaran kolektif melalui forum koordinasi kebijakan berperan dalam mengurangi fragmentasi respons kebijakan antar wilayah. Kolaborasi multi aktor memperkuat koordinasi lintas tingkat pemerintahan, sementara transformasi digital mendukung integrasi data pembangunan dan transparansi kebijakan. Penelitian ini menegaskan bahwa dalam sistem desentralisasi yang memiliki ketimpangan kapasitas antar wilayah, penguatan pembelajaran kolektif dan kolaborasi kebijakan menjadi faktor penting dalam membangun kapasitas adaptif pemerintahan daerah.

Abstract

Penelitian ini bertujuan memahami bagaimana imunitas ideologis Generasi Z dibangun melalui internalisasi nilai-nilai kebangsaan di ruang digital. Di tengah arus informasi yang cepat dan kompleks, Generasi Z menghadapi tantangan seperti hoaks, polarisasi, dan krisis identitas kebangsaan. Dalam penelitian ini, imunitas ideologis didefinisikan secara operasional sebagai kemampuan individu untuk menyaring, menilai, dan merespons informasi digital secara kritis berdasarkan nilai-nilai kebangsaan. Penelitian menggunakan pendekatan kualitatif dengan desain deskriptif-analitis. Data dikumpulkan melalui wawancara mendalam dan observasi media sosial terhadap partisipan yang dipilih secara purposive, yaitu mahasiswa berusia 17–25 tahun yang aktif di ruang digital. Analisis data menggunakan model Miles dan Huberman serta analisis tematik Braun dan Clarke, dengan validitas melalui triangulasi dan member checking. Hasil penelitian menunjukkan bahwa internalisasi nilai kebangsaan berlangsung secara dinamis melalui negosiasi makna. Temuan kebaruan menunjukkan bahwa imunitas ideologis menguat melalui praktik refleksi kritis-partisipatif di media sosial, bukan sekadar pemahaman normatif. Hal ini menegaskan pentingnya pendekatan pendidikan kewarganegaraan yang adaptif, kontekstual, dan berbasis pengalaman digital Generasi Z.

Abstract

This article examines the democratic consequences of Indonesia’s parliamentary threshold as an instrument of electoral institutional engineering. Its urgency lies in the growing tension between efforts to simplify parliamentary fragmentation and the constitutional imperative to protect meaningful political representation in a plural society. Using a descriptive qualitative design and a structured literature review informed by PRISMA reporting principles, the study analyzes regulatory developments, official election results, academic literature, and comparative experiences from Germany, Turkey, and Thailand. The article’s novelty lies in evaluating the parliamentary threshold not only as a mechanism for party-system simplification, but also as a democratic filter that affects proportionality, inclusion, and legitimacy. The findings show that the threshold has reduced the number of parties entering the Indonesian House of Representatives, yet has not resolved weak party institutionalization, coalition fluidity, or elite-centered politics. The 2024 election illustrates this dilemma, as 17,304,303 votes, or approximately 11.40 percent of valid national legislative votes, were not converted into seats. Drawing on Dahl, Lijphart, Duverger, Pitkin, and Mainwaring and Scully, this article contributes a normative-institutional framework for reassessing Indonesia’s threshold policy and recommends evidence-based recalibration following the Constitutional Court’s conditional ruling.
