Abstract

Study This aims to analyze the influence of accountability and transparency, both separately and together, on the procurement of goods and services for performance management in the environment of the Payakumbuh City Government. Background study based on the importance of good governance​ in the management of public budgets, where there are still constraints, such as limitations on the ability to source power, as well as an understanding that has not been comprehensive of the rules and systems, leading to​ lower quality results in work. Research: This method uses a quantitative, associative design. The population includes 254 officials and team managers, with a sample of up to 70 people selected according to the Krejcie–Morgan formula and taken through a comparable tiered sampling process. Data obtained from a questionnaire that has been tested for feasibility. Analysis results show that accountability and transparency each have a positive and real impact on performance, as well as together contribute by 62.6% in change performance. It can be concluded that the consistent implementation of the second principle is a key driver in realizing effective, efficient procurement and growing public trust.

Abstract

This study aims to analyze the influence of organizational culture and job satisfaction on employee performance at the East Payakumbuh District Office. This is a factor important in supporting the effectiveness of organization service to the public, so that it needs to be supported by a good organizational culture and high levels of job satisfaction. Research​ This approach quantitative methods with a survey. Population study consists of from all over employee Subdistrict East Payakumbuh, which has 36 people, so that technique taking sample using saturated sampling ( census ). Data collected through distribution questionnaire and analyzed use Partial Least Square-Structural Equation Modeling (PLS-SEM) method with help application SmartPLS 4.0. Research results show that culture organization No influential significant to performance employee with mark coefficient track of 0.190 and p-value of 0.138 (> 0.05), so that hypothesis First No proven. On the contrary, satisfaction Work influential positive and significant to performance employee with mark coefficient track of 0.581 and p-value of 0.000 (< 0.05), so that hypothesis second accepted. Research model own R-Square value of 0.526 which shows that culture organization and satisfaction Work capable explain variation performance employee by 52.6%, while the rest influenced by other factors outside the research model. Based on results study can concluded that satisfaction Work is more factors​ dominant in increase performance employee compared to culture organizations in the sub-district East Payakumbuh . Therefore that , the effort improvement performance employee should focused on improving satisfaction Work through creation environment conducive work, relationships​ harmonious work , giving​ fair reward , and​ chance development career for employee.
