Abstract

This research is entitled "Reconstruction of the Ethical Model of Public Leadership Based on Islamic Values in Strengthening Regional Governance: A Case Study of Sidenreng Rappang Regency". The background of the research departs from the urgency of strengthening public leadership ethics in realizing clean, transparent, and integrity local governance. The challenges faced include weak integrity of the apparatus, low accountability, and lack of optimal internalization of ethical values in the bureaucracy. The purpose of the research is to analyze public leadership practices in Sidenreng Rappang Regency, identify relevant Islamic values, and reconstruct an integrative model of public leadership ethics between modern public administration principles and Islamic values. The research uses a qualitative approach with a case study method through in-depth interviews, observations, and documentation studies. Data analysis was carried out with the stages of reduction, presentation, and drawing conclusions. The results of the study show that public leadership practices have led to improved governance, but still require strengthening of ethical and moral aspects. Islamic values such as trust, fairness, shiddiq, and responsibility have proven to be relevant in building leadership with integrity. The resulting reconstruction model emphasizes the integration of spirituality, professionalism, and accountability. The research recommends the systematic internalization of Islamic ethical values in bureaucratic culture, apparatus training, and public policy in order to realize a community service-oriented government.

Abstract

Sustainable village development requires an approach that is not only oriented toward physical development but also toward strengthening institutional capacity and developing an innovation ecosystem capable of promoting village independence. Sidenreng Rappang Regency has significant agricultural, social, and economic resource potential that can be developed through locally based innovation. However, various challenges, such as weak village institutional capacity, low collaboration among actors, limited access to technology, and the suboptimal utilization of local economic potential, remain obstacles to achieving sustainable village development.This article aims to develop a collaborative governance model as a strategy for strengthening the village innovation ecosystem through synergy among village governments, Village-Owned Enterprises (BUMDes), community groups, the private sector, higher education institutions, and local governments. The method used is a descriptive qualitative approach through literature study, observation of village institutions, and analysis of innovation-based village development models.The findings indicate that strengthening local institutions is a key factor in creating a sustainable innovation ecosystem. The proposed collaborative governance model consists of four main pillars: strengthening village institutions, developing an innovation-based economy, digitalizing village services and enterprises, and building multi-stakeholder partnerships. The implementation of this model is expected to enhance village adaptive capacity, strengthen local economic competitiveness, and support the achievement of the Village Sustainable Development Goals (Village SDGs) in Sidenreng Rappang Regency.

Abstract

Digital transformation in village governance has encouraged the emergence of the smart village concept as a development strategy oriented toward improving the quality of public services and community welfare. One of the main pillars of this concept is smart mobility, which focuses on the use of digital technology to improve accessibility, connectivity, and the efficiency of transportation services. This study aims to analyze digital transportation governance in supporting the improvement of public service accessibility in villages in Sidenreng Rappang Regency.The research method used is a descriptive qualitative approach, with data collection techniques including observation, interviews, documentation, and literature review. The analysis focuses on policy aspects, digital infrastructure, community participation, and the use of information technology in the village mobility system.The findings show that the implementation of smart mobility contributes to accelerating community access to health services, education, government administration, and economic activities through the use of digital applications, geographic information systems, and the integration of technology-based transportation services. However, its implementation still faces several challenges, including limited internet network infrastructure, low digital literacy among the community, and suboptimal synergy among stakeholders.Therefore, policy strengthening, human resource capacity building, and sustainable digital infrastructure development are needed to realize an inclusive smart mobility system that supports smart village development in Sidenreng Rappang Regency
