Abstract

A Certificate of Functional Feasibility (SLF) is an official document stating that a building has fulfilled the required administrative and technical requirements and is therefore suitable for use according to its intended function. However, housing developers still face difficulties in fulfilling technical and administrative requirements prior to SLF application. This Community Service Program (PKM) aimed to provide building reliability evaluation assistance to PT Haukoto Residence Permai for six residential units (A1–A6) at Haukoto Residence Permai Housing Estate, Fatukoa Village, Maulafa District, Kupang City. The activity was conducted on December 2, 2025, through coordination, field observation, visual inspection, measurements, documentation, SLF checklist assessment, evaluation, and the preparation of technical recommendations. The results showed that all six units (100%) could be classified as functionally feasible with conditions requiring improvement, with the main findings involving the arrangement of green open spaces and paved areas, provision of evacuation signs and assembly points, waste management facilities, accessibility improvements, and refinement of site information. In Unit A4, the building coverage ratio (KDB) was approximately 66.7%, exceeding the 60% limit, while the green open space ratio (KDH) was approximately 26.8%, below the required 40%. The assistance produced technical recommendations and helped the developer identify improvement priorities and prepare for fulfillment of SLF requirements prior to further verification.
