Abstract

JKN capitation funds are an important financing source supporting the sustainability of basic health services at community health centers. This study aims to analyze stakeholder perceptions of the effectiveness of health financing through JKN capitation funds at Remboken Community Health Center based on the indicators of goal attainment, integration, and adaptation according to Steers (1985). This study used a qualitative method with a descriptive approach. Informants were selected through purposive sampling, totaling five people, consisting of the Head of the Health Center, the JKN Treasurer, the Head of Administration, and two active JKN patients. Data were collected through in-depth interviews and analyzed using the interactive model of Miles, Huberman, and Saldaña. The results show that goal attainment of the capitation fund has run well, with funds allocated according to the 70% service and 30% operational provisions. Integration among stakeholders is generally good, although delays in fund disbursement still occur at the beginning of each year due to treasurer appointment administration. Remboken Health Center is able to adapt to these obstacles so that services keep running optimally. In conclusion, the management of JKN capitation funds at Remboken Health Center is generally effective, although disbursement timeliness and supporting facilities still need improvement.
