Abstract

This conceptual paper develops an integrative framework for institutional connectivity and MSME innovation capability in micro, small, and medium enterprises (MSMEs). It synthesizes established literature on the resource-based view, dynamic capabilities, organizational learning, absorptive capacity, social capital, resilience, and entrepreneurial ecosystems. The analysis explains how environmental sensing, opportunity evaluation, rapid decision making, resource flexibility, and organizational learning can be organized into proportionate managerial routines. No primary survey, interview, experimental, or statistical data are claimed. The framework proposes diagnosis, capability mapping, bounded experimentation, evidence review, governance, resource reconfiguration, and learning retention as a cumulative cycle.

Abstract

This conceptual paper develops an integrative framework for responsible digital transformation in MSMEs in micro, small, and medium enterprises (MSMEs). It synthesizes established literature on the resource-based view, dynamic capabilities, organizational learning, absorptive capacity, social capital, resilience, and entrepreneurial ecosystems. The analysis explains how technology fit, digital governance, employee learning, customer value, and proportionate risk control can be organized into proportionate managerial routines. No primary survey, interview, experimental, or statistical data are claimed. The framework proposes diagnosis, capability mapping, bounded experimentation, evidence review, governance, resource reconfiguration, and learning retention as a cumulative cycle. Implications are developed for owner-managers, support institutions, and future empirical research.

Abstract

It synthesizes established literature on the resource-based view, dynamic capabilities, organizational learning, absorptive capacity, social capital, resilience, and entrepreneurial ecosystems. The analysis explains how customer insight, market sensing, bounded experimentation, strategic flexibility, and learning-based resource allocation can be organized into proportionate managerial routines. No primary survey, interview, experimental, or statistical data are claimed. The framework proposes problem diagnosis, capability mapping, bounded experimentation, evidence review, governance, resource reconfiguration, and learning retention as a cumulative cycle. Abstract

It addresses the problem that women-led microenterprises may gain access to digital markets while continuing to face unequal resources, limited networks, care responsibilities, platform dependence, and uneven digital confidence. Drawing on the resource-based view, dynamic capabilities, organizational learning, absorptive capacity, social capital, and resilience, the paper explains how contextual digital capability, entrepreneurial agency, trusted peer networks, platform diversification, adaptive business learning can be organized as mutually reinforcing routines. The proposed pathway moves from problem diagnosis and capability mapping to bounded experimentation, evidence review, resource reconfiguration, and learning retention. No primary survey, interview, experimental, administrative, or statistical data are claimed. The framework links these mechanisms to market access, owner confidence, income continuity, strategic autonomy, inclusive resilience and identifies managerial, institutional, and research implications suitable for resource-constrained enterprises.

It addresses the problem that hybrid work can widen flexibility while also producing role ambiguity, digital fatigue, uneven access to support, and fragmented social connection in small organizations.
