<![CDATA[Community-based irrigation network management requires alignment between legal provisions and practices at the village level. This study aims to analyze the implementation of Lampung Province Regional Regulation Number 11 of 2011, identify forms of community participation, and analyze factors influencing the effectiveness of participation in irrigation network management in Pekon Pakunegara Village, Pesisir Barat Regency. The study employs an empirical legal method with a qualitative approach and a case study design. Data were collected through in-depth interviews, observation, and documentation, and subsequently analyzed using the Miles, Huberman, and Saldana model. The results indicate that the implementation of the regional regulation is supported by the Water Users Farmers Association (P3A) institution, gotong royong (mutual cooperation) activities, routine post-harvest maintenance, and comprehensive maintenance based on Standard Operating Procedures (SOPs). The effectiveness of community participation is influenced by the P3A institution, the culture of mutual cooperation, and coordination between the community and the government. The study demonstrates that organized and scheduled community participation is a crucial factor in supporting the implementation of irrigation network management policies at the village level.
