Abstract

Digital transformation in public administration encourages government institutions to utilize digital platforms to support education and training administration. This study aims to analyze the factors influencing the effectiveness of a digital platform for the registration of School Treasurer Training participants at the Regional Human Resources Development Agency (BPSDMD) of South Sumatra Province. The study employed a mixed-methods approach with an explanatory sequential design. Quantitative data were collected through questionnaires from 31 participants and analyzed using Partial Least Squares–Structural Equation Modeling (PLS-SEM) with SmartPLS 4. Qualitative data were obtained through semi-structured interviews with 11 informants and analyzed using the interactive model of Miles, Huberman, and Saldaña through data reduction, data display, and conclusion drawing. The results show that system use has a positive and significant effect on net benefits, while system quality, information quality, service quality, and user satisfaction do not have significant effects. Interview findings indicate that the digital platform facilitates registration, accelerates the process, and improves administrative efficiency, but challenges remain in system integration, manual procedures, and technical support. Theoretically, this study extends the application of the DeLone and McLean Model in the context of regional public administration, particularly the use of simple digital platforms to support training administration. Practically, optimizing system use and integration is necessary to enhance the benefits of digital transformation in government administration.
