Abstract

Manajemen Talenta sangat penting di lingkungan pegawai Badan Usaha Milik Negara (BUMN), Manajemen Talenta dalam organisasi tidak hanya untuk menarik orang-orang terbaik dari industri yang bersangkutan tetapi juga merupakan proses berkelanjutan yang melibatkan pencarian sumber, perekrutan, pengembangan, penahanan dan mempromosikan karyawan berbakat tersebut untuk memenuhi kebutuhan organisasi. Badan Usaha Milik Negara (BUMN) yang menerapkan program Manajemen Talenta yaitu PT PLN (Persero) Unit Induk Pembangunan Sumatera Bagian Selatan memalui surat Keputusan Direksi PT PLN (Persero) Nomor : 387.K/DIR/2008 tentang Sistem Pembinaan Kompetensi dan Karir Pegawai. Pelaksanaan program Manajemen Talenta di PT PLN (Persero) Unit Induk Pembangunan belum berjalan dengan baik. Penelitian ini menggunakan metode penelitian analisis kualitatif. Penelitian ini menggunakan teori manajemen talenta General Elektik melalui empat dimensi yaitu Attract, Develop, Manage, dan Retain. Hasil dari penelitian ini terdapat beberapa faktor yang mempengaruhi yaitu yaitu latar belakang pendidikan pegawai, grade pegawai, kriteria talenta, hasil penilaian pegawai, dan pengalaman atau riwayat jabatan pegawai. Terdapat beberapa kekurangan dalam penempatan pegawai melalui program manajemen talenta yaitu masih banyak yang belum sesuai dan masih terdapat beberapa jabatan yang belum terisi. Hal ini disebabkan karena beberapa pegawai di PT PLN (Persero) Unit Induk Pembangunan Sumatera Bagian Selatan belum mempunyai syarat kompetensi dan kemampuan yang cukup.

Abstract

Surat Eidaran Nomor 38/SEi/VIII/2016 teintang peilaksanaan abseinsi eileiktronik bagi Peigawai Neigeiri Sipil dan peigawai non PNSD di lingkungan seikreitariat daeirah kota Paleimbang untuk meiningkatkan keidisiplinan peigawai sudah di impleimeintasikan deingan baik. Peineilitian ini meinggunakan teiori Ripleiy dan Franklin meilalui tiga dimeinsi yaitu tingkat keipatuhan, keilancaran rutinitas fungsi, dan teirwujudnya kineirja dan dampak yang diinginkan. Pada peineilitian ini meinggunakan meitodei peineilitian deiskriptif kualitatif dan kuantitatif. Hasil dari peineilitian ini dapat dilihat dari aspeik yang peirtama yaitu tingkat keipatuhan impleimeintor sudah beirjalan deingan baik, kareina impeileimeintor meilakukan reikam sidik jari peigawai, peimbuatan reicording sidik jari, upload data ID peigawai, peingeilolaan data abseinsi dan reikapitulasi abseinsi seitiap bulannya. Hal ini dapat beirjalan deingan baik kareina peimahaman impeileimeintor akan keibijakan teirseibut sudah baik dan peigawai juga sudah disiplin meimatuhi jam keirja yang teilah di teintukan. Pada aspeik keilancaran rutinitas fungsi, sudah beirjalan deingan baik kareina pada saat peilaksanaan keibijakan teirseibut tidak adanya peirmasalahan yang teirjadi seihingga keibijakan teirseibut beirjalan deingan lancar. Kineirja peigawai yaitu teirlaksananya tugas pokok dan fungsi peigawai sudah baik dan maksimal, hal ini beirdampak pada meiningkatnya disiplin peigawai, meiningkatnya kualitas peigawai dan lancarnya alur birokrasi keirja peigawai.

Abstract

Research Objective : This study aims to analyze the relationship between digital literacy, online behavior, and the Radicalism Potential Index (RPI), as well as to identify the level of vulnerability to radicalism among digital generations in South Sumatra. Design / Methodology : This research employs a quantitative approach using a survey method involving 400 respondents across generations (Gen Z, Millennials, Gen X, and Boomers). The variables measured include digital literacy, online behavior, RPI (ideology, attitudes, and actions), as well as internet usage patterns and digital platform preferences. Findings : The RPI increased from 9.3 in 2023 to 9.6 in 2024, with the attitude dimension being the most dominant (18.0), while the action dimension remained low (0.8). Most respondents spend more than three hours per day on the internet, with WhatsApp, Facebook, TikTok, and Instagram as the primary platforms. Low digital literacy is correlated with higher vulnerability to radical content. Practical Implications : There is a need to integrate Pancasila-based digital literacy into educational curricula, strengthen counter-narrative campaigns on digital platforms, and enhance multi-stakeholder collaboration to build a more resilient digital ecosystem. Originality / Value : This study integrates digital literacy, online behavior, and the Radicalism Potential Index within a single analytical framework and provides recent empirical data with a regional and cross-generational focus. Abstract

Digitalization of regional asset management is increasingly important for strengthening administrative order, transparency, and accountability in local government. The Regional Management Information System for Regional Property (SIMDA BMD) is utilized to support the recording, inventory, updating, and reporting of regional assets. This study aims to evaluate the implementation of SIMDA BMD in supporting regional asset management at the Regional Research and Development Agency of South Sumatra Province. A qualitative descriptive approach was employed using the Context, Input, Process, and Product (CIPP) evaluation model. Data were collected through in-depth interviews, observation, and documentation involving five informants consisting of officials and staff responsible for regional asset management. The findings indicate that, from the context dimension, SIMDA BMD is consistent with institutional needs for more orderly and accountable asset administration. From the input dimension, the available system features, infrastructure, and human resources are generally adequate, although limitations remain, particularly the absence of a GPS feature for recording land-asset locations and the need to strengthen user competencies. From the process dimension, SIMDA BMD is routinely used for asset recording, classification, updating, inventory, and reporting. Nevertheless, data-entry errors, network disruptions, application errors, and the desktop-based system continue to constrain implementation. From the product dimension, SIMDA BMD contributes to improving administrative order, data accessibility, transparency, accountability, and asset monitoring. The study concludes that SIMDA BMD has supported the digitalization of regional asset management, but its contribution has not yet reached an optimal level. Continuous system development, data validation, infrastructure improvement, and human-resource capacity building are therefore required.

Abstract

Digital transformation in tax administration through the Coretax Administration System demands Civil Servants (ASN) possess adequate technical competencies. The Regional Human Resources Development Agency (BPSDMD) of South Sumatra Province organizes Tax Technical Guidance for treasurers and ASN. This study aims to analyze the implementation of Tax Technical Guidance in enhancing ASN competency at BPSDMD of South Sumatra Province. Using a qualitative descriptive approach, data were collected through observation, interviews, questionnaires, and documentation. Analysis was based on George C. Edward III's policy implementation theory (communication, resources, disposition, bureaucratic structure). Findings indicate that implementation has been moderately successful. Communication was clear, resources were supported by competent instructors and adequate facilities, disposition reflected commitment, and bureaucratic structure followed SOPs. However, technical disruptions in the Coretax system, participants' inadequate device readiness, and limited training coverage remain challenges. The study recommends improved training readiness, strengthened coordination with the Directorate General of Taxes, and expanded program implementation.

Abstract

Urban fire disasters pose significant challenges to public safety, particularly in densely populated settlements where limited road access, vulnerable buildings, and human activities may increase disaster risks. This study analyzes fire disaster management implemented by the Fire and Rescue Department in Kemuning, Palembang, based on the disaster management cycle developed by Nick W. Carter. The study employed a descriptive qualitative approach. Data were collected through in-depth interviews, field observations, and documentation involving government officials, operational firefighters, and residents in Kemuning. Data were analyzed through data collection, reduction, display, and conclusion drawing and verification. The findings indicate that fire disaster management has been implemented through prevention, mitigation, preparedness, response, recovery, and development activities, although its overall implementation remains suboptimal. Prevention is conducted through public education and socialization, but its coverage remains uneven. Mitigation is supported by adequate and routinely maintained rescue equipment, while narrow residential roads constrain operational mobility. Preparedness is strengthened through a clear command system, personnel training, and operational coordination. Response activities include evacuation and post-fire investigation, although limited water sources, dense environments, crowds, and post-fire community conditions create operational constraints. Functional resilience has been strengthened through emergency communication and Call Center 112, while structural resilience remains weak because dense settlements and combustible building materials persist. The findings highlight the need for integrated infrastructure improvement, broader community education, and stronger community participation to build more resilient urban fire management.

Abstract

Digital transformation in government administration encourages a shift from conventional paper-based administrative processes toward integrated digital systems. One of the applications developed to support this transition is the Integrated Dynamic Archival Information System (SRIKANDI). This study aims to analyze the transition from conventional to digital administration through the implementation of the SRIKANDI application at the Office of Community and Village Empowerment of South Sumatra Province. This study employs a qualitative descriptive approach. Data were obtained through preliminary observation and documentation, while the analysis focuses on the implementation process based on communication, resources, disposition, and bureaucratic structure. The findings indicate that SRIKANDI began to be implemented in January 2025, replacing the previously conventional archival administration system based on physical documents and agenda books. During January–February 2025, 20 official documents consisting of incoming and outgoing correspondence were processed through SRIKANDI. The transition demonstrates an initial shift toward digital administration, particularly in the management of official correspondence. However, the implementation process still faces challenges related to employees’ understanding of the application, limited comprehensive training, and supporting technological infrastructure. The study concludes that the transition to digital administration through SRIKANDI is not merely a technological change but also an organizational process requiring human resource readiness, effective communication, adequate infrastructure, and institutional support.

Abstract

Digital transformation in public administration encourages government institutions to utilize digital platforms to support education and training administration. This study aims to analyze the factors influencing the effectiveness of a digital platform for the registration of School Treasurer Training participants at the Regional Human Resources Development Agency (BPSDMD) of South Sumatra Province. The study employed a mixed-methods approach with an explanatory sequential design. Quantitative data were collected through questionnaires from 31 participants and analyzed using Partial Least Squares–Structural Equation Modeling (PLS-SEM) with SmartPLS 4. Qualitative data were obtained through semi-structured interviews with 11 informants and analyzed using the interactive model of Miles, Huberman, and Saldaña through data reduction, data display, and conclusion drawing. The results show that system use has a positive and significant effect on net benefits, while system quality, information quality, service quality, and user satisfaction do not have significant effects. Interview findings indicate that the digital platform facilitates registration, accelerates the process, and improves administrative efficiency, but challenges remain in system integration, manual procedures, and technical support. Theoretically, this study extends the application of the DeLone and McLean Model in the context of regional public administration, particularly the use of simple digital platforms to support training administration. Practically, optimizing system use and integration is necessary to enhance the benefits of digital transformation in government administration.
