Abstract

This research is motivated by the suboptimal management of the Situ Wangi tourist attraction in Winduraja Village, Kawali District, Ciamis Regency, in increasing tourist visits. This study aims to determine how tourist attraction management increases tourist visits to the Situ Wangi tourist attraction in Winduraja Village, Kawali District, Ciamis Regency. This study used a qualitative descriptive research method. Data collection techniques were conducted through observation, interviews, and documentation. Informants in this study consisted of the Tourism Office, Tourism Technical Implementation Unit (UPTD), tourism managers, village government, the community, and tourists. Data analysis was carried out through the stages of data reduction, data presentation, and drawing conclusions. This study uses George R. Terry's management function theory, which includes planning, organizing, actuating, and controlling. The results show that the management of the Situ Wangi tourist attraction has been implemented through the functions of planning, organizing, implementing, and monitoring, but its implementation has not been fully optimized. In terms of planning, the management has developed a tourism development program, but there are still limitations in the development of facilities and promotional strategies. In terms of organization, cooperation between relevant parties has been established, but coordination and collaboration still need to be improved. In terms of implementation, tourism promotion through digital media has not been optimal, and some supporting tourism facilities remain inadequate. In terms of supervision, monitoring has been carried out by the management, but increased oversight of tourism facilities and services is still needed. Therefore, increased cooperation between managers, strengthening digital promotion, and improving facilities and infrastructure are needed to optimize Situ Wangi tourism management and increase tourist visits.Keywords: Management, Tourist Attraction, Tourism, Tourist Visits.

Abstract

This research is motivated by the lack of optimal effectiveness of the management of the Information and Documentation System (SID) in Imbanagara Village, Ciamis District, Ciamis Regency. The problems found include the limitation of human resources in the field of information technology, lack of data updates, and the lack of optimal socialization of the Millennial Village application to the community. This study aims to determine the effectiveness of the management of the Information and Documentation System by the Government of Imbanagara Village, Ciamis District, Ciamis Regency. The research method used is a descriptive method with a qualitative approach. Data were obtained through observation, interviews, documentation studies, and literature studies. The research informants consisted of 6 people consisting of the Village Head, Chairman of BPD, Head of Service, Website Admin, and 2 community representatives. Data analysis techniques include data reduction, data triangulation, and conclusion drawn. The results of the study show that the effectiveness of the management of the Information and Documentation System in Imbanagara Village has not been optimal. Although various information service media, SOPs, and special operators are available, the use of services by the public is still low. The obstacles faced include limited infrastructure, quality of internet networks, low digital literacy of the community, and budget limitations. Efforts made by the village government include human resource training, routine evaluations, increased coordination with application developers, the use of digital communication media, and planning the gradual procurement of supporting facilities. Abstract

This research is motivated by the fact that e-government implementation in Selamanik Village, Cipaku District, Ciamis Regency has not been running optimally. The purpose of this study is to determine the implementation of e-government policies in Selamanik Village, Cipaku District, Ciamis Regency. The method used in this study is a qualitative approach. Seven informants were recruited. Data collection techniques included literature review, fieldwork (observation and interviews), and documentation. The author used qualitative data analysis techniques through processing interview and observation data to draw conclusions that can answer the research questions. Based on the research results, it is known that: The implementation of the e-government policy in Selamanik Village, Cipaku District, Ciamis Regency has been carried out fairly well, but not yet fully optimal. This is evident in the village government's commitment to implementing e-government through digital public service delivery, community outreach, ongoing information delivery, service procedures and Standard Operating Procedures (SOPs), and the division of village officials' duties according to their respective core duties and functions. Therefore, the successful implementation of e-government policies in Selamanik Village requires ongoing efforts, including capacity building for village officials, strengthening information and communication technology infrastructure, and increasing community participation and digital literacy to optimally achieve the goals of e-government.Keywords: Implementation, Policy, E-Government

Abstract

This study was motivated by the suboptimal level of community participation in enhancing the attractiveness of Lembah Pajamben Tourism in Binangun Village, Pataruman District, Banjar City. This issue is reflected in the limited involvement of local residents in decision-making processes, the implementation of tourism management activities, and the utilization of tourism development outcomes. The study aimed to examine how community participation contributes to improving the attractiveness of Lembah Pajamben Tourism in Binangun Village, Pataruman District, Banjar City. A descriptive qualitative research method was employed. The study involved six informants selected through purposive sampling, consisting of the Village Head, a member of the Village Consultative Body (BPD), a community leader, a youth leader, a local entrepreneur, and a tourist. Data were collected through observation, interviews, and documentation, and analyzed using data reduction, data display, and conclusion drawing. The findings indicate that community participation in enhancing the attractiveness of Lembah Pajamben Tourism has been implemented but remains suboptimal. In the decision-making aspect, community members have begun participating through deliberation meetings and by providing suggestions; however, their involvement is still limited. Regarding the implementation of activities, community members have participated in mutual cooperation (gotong royong), maintaining cleanliness, improving the surrounding environment, and contributing labor and ideas to tourism development, although the level of participation has not been evenly distributed. In terms of the utilization of development outcomes, the community has benefited economically through business activities and micro, small, and medium enterprises (MSMEs) while also contributing to the maintenance of tourism facilities. Nevertheless, challenges remain, including the low level of awareness among some residents and visitors in preserving tourism facilities, as well as limited resource support. In conclusion, community participation is a crucial factor in enhancing the attractiveness of Lembah Pajamben Tourism. Therefore, broader community involvement should be encouraged through strengthened communication, community empowerment initiatives, and improved collaboration among the village government, tourism managers, and local residents to ensure the sustainable development of the tourism destination. Abstract

Abstract This study was motivated by the important role of the Village Head as an innovator in promoting change and improving village governance in Sukahurip Village, Pangandaran District, Pangandaran Regency. Although supported by various resources, several challenges remain in the implementation of village innovation. This study aims to examine the role of the Village Head as an innovator in village governance by employing a qualitative research method. The study involved 10 informants, and data were collected through observation, interviews, documentation, and literature review. Data analysis was conducted by systematically processing the findings from interviews and observations to draw research conclusions. The results indicate that the Village Head has performed the role of an innovator through the implementation of technology-based administrative systems, the utilization of village information media, the development of community empowerment programs, and efforts to establish more effective public services and village governance. However, the implementation of this role has not yet been fully optimized due to several constraints, including limited development of community potential-based programs, inadequate utilization of information technology, insufficient exploration of community ideas and aspirations, and limited capacity-building opportunities for village officials. These challenges are influenced by budget constraints, underutilized village potential, low levels of technological literacy, limited community participation in contributing ideas, and unequal access to training opportunities for village officials. To address these issues, the Village Head has undertaken various initiatives, including enhancing the use of information technology, expanding opportunities for community participation, developing innovative programs based on local village potential, increasing training for village officials, and conducting continuous guidance and evaluation to ensure that village governance innovation is implemented effectively, sustainably, and for the benefit of the community. Abstract

Abstract This study examines the terminal governance of Type C Ciamis Terminal from the perspective of Good Governance by the Regional Technical Implementation Unit (UPTD) of the Ciamis Regency Transportation Agency. Terminal management faces significant challenges, including a decrease in public transportation passengers, a lack of public environmental awareness regarding waste management, and suboptimal infrastructure maintenance. This research employs a descriptive qualitative method. Data collection was carried out through structured observations, semi-structured interviews with 7 informants (including head of UPTD, head of administrative subdivision, general administration officer, drivers, and local traders), and official documentation analysis. The findings indicate that while several dimensions such as participation, law enforcement, equity, effectiveness, and accountability have been successfully operationalized, four key indicators remain suboptimal: transparency in information disclosure regarding regional non-tax revenues, active physical complaint mechanisms, sustainable institutional coordination, and a clear infrastructure modernization policy framework.
