Abstract

This research is motivated by the suboptimal management of the Situ Wangi tourist attraction in Winduraja Village, Kawali District, Ciamis Regency, in increasing tourist visits. This study aims to determine how tourist attraction management increases tourist visits to the Situ Wangi tourist attraction in Winduraja Village, Kawali District, Ciamis Regency. This study used a qualitative descriptive research method. Data collection techniques were conducted through observation, interviews, and documentation. Informants in this study consisted of the Tourism Office, Tourism Technical Implementation Unit (UPTD), tourism managers, village government, the community, and tourists. Data analysis was carried out through the stages of data reduction, data presentation, and drawing conclusions. This study uses George R. Terry's management function theory, which includes planning, organizing, actuating, and controlling. The results show that the management of the Situ Wangi tourist attraction has been implemented through the functions of planning, organizing, implementing, and monitoring, but its implementation has not been fully optimized. In terms of planning, the management has developed a tourism development program, but there are still limitations in the development of facilities and promotional strategies. In terms of organization, cooperation between relevant parties has been established, but coordination and collaboration still need to be improved. In terms of implementation, tourism promotion through digital media has not been optimal, and some supporting tourism facilities remain inadequate. In terms of supervision, monitoring has been carried out by the management, but increased oversight of tourism facilities and services is still needed. Therefore, increased cooperation between managers, strengthening digital promotion, and improving facilities and infrastructure are needed to optimize Situ Wangi tourism management and increase tourist visits.Keywords: Management, Tourist Attraction, Tourism, Tourist Visits.

Abstract

his study examines the effectiveness of village asset management in Ciakar Village, Cipaku District, Ciamis Regency. This village has strategic assets of great value, such as the Ciakar Multipurpose Reservoir established in 2019 using the state budget of Rp. 12,500,000,000, and Murbey Nature Tourism with an asset area of 176,400 m2, but the two land assets have not provided economic benefits for the community and Village Original Income (PADes). The purpose of this study is to find out and analyze in more depth about: The Effectiveness of Village Asset Management based on the concept of asset management according to Siregar, (2004), namely: asset inventory, legal audit, asset valuation, asset optimization, asset supervision and control. This study uses a descriptive qualitative method with a case study approach. Data were collected through interviews through purposive sampling and snowball sampling techniques, observation, and documentation. The data analysis technique refers to the Miles and Huberman model which consists of data reduction, data presentation, and conclusion drawn. The results of the study show that the effectiveness of village asset management in Ciakar Village, Cipaku District, Ciamis Regency has not been effective in the five dimensions studied. Asset inventory is still carried out unsystematically with data that is not up-to-date, legal audits have not been carried out seriously, it is proven that there is no legal basis for some assets, asset valuations have not been carried out regularly and standardized so that the economic value of assets is not measurable, asset optimization has not been achieved due to the lack of institutional cooperation and potential-based planning on assets, and asset supervision and control are still administrative without physical evaluation. routine and adequate community participation. The researcher recommends a comprehensive overhaul of the asset management system, including updating inventory data, completing asset legality, periodic asset assessments, preparing strategic plans, and strengthening a transparent and participatory supervisory system.Keywords: Effectiveness, Village Asset Management, Asset Management, Ciakar Village

Abstract

This study aims to describe the implementation of Public Information Transparency by Kertasari Village, Ciamis District, Ciamis Regency, in improving good governance. This research was motivated by the suboptimal implementation of public information disclosure, as indicated by limited access to information, inadequate utilization of communication media, and low community participation in monitoring public information. The study employed a qualitative descriptive methodology, with data collected through observation, interviews, and documentation. The focus of the research consisted of four aspects: (1) information accessibility, (2) accountability, (3) community participation, and (4) communication effectiveness in the dissemination of public information. However, several challenges were identified, including limited technological infrastructure, low human resource capacity, and the lack of effective integration of information communication media. The results of the study indicate that the implementation of Public Information Transparency by Kertasari Village, Ciamis District, Ciamis Regency, has not yet been carried out optimally. Enhancing public information transparency requires strengthening facilities and infrastructure, improving the competence of government personnel, and optimizing information systems and communication media. These efforts are expected to improve access to information, increase community participation, and enhance accountability in local government administration at the village level. Abstract

This study was motivated by the suboptimal level of community participation in enhancing the attractiveness of Lembah Pajamben Tourism in Binangun Village, Pataruman District, Banjar City. This issue is reflected in the limited involvement of local residents in decision-making processes, the implementation of tourism management activities, and the utilization of tourism development outcomes. The study aimed to examine how community participation contributes to improving the attractiveness of Lembah Pajamben Tourism in Binangun Village, Pataruman District, Banjar City. A descriptive qualitative research method was employed. The study involved six informants selected through purposive sampling, consisting of the Village Head, a member of the Village Consultative Body (BPD), a community leader, a youth leader, a local entrepreneur, and a tourist. Data were collected through observation, interviews, and documentation, and analyzed using data reduction, data display, and conclusion drawing. The findings indicate that community participation in enhancing the attractiveness of Lembah Pajamben Tourism has been implemented but remains suboptimal. In the decision-making aspect, community members have begun participating through deliberation meetings and by providing suggestions; however, their involvement is still limited. Regarding the implementation of activities, community members have participated in mutual cooperation (gotong royong), maintaining cleanliness, improving the surrounding environment, and contributing labor and ideas to tourism development, although the level of participation has not been evenly distributed. In terms of the utilization of development outcomes, the community has benefited economically through business activities and micro, small, and medium enterprises (MSMEs) while also contributing to the maintenance of tourism facilities. Nevertheless, challenges remain, including the low level of awareness among some residents and visitors in preserving tourism facilities, as well as limited resource support. In conclusion, community participation is a crucial factor in enhancing the attractiveness of Lembah Pajamben Tourism. Therefore, broader community involvement should be encouraged through strengthened communication, community empowerment initiatives, and improved collaboration among the village government, tourism managers, and local residents to ensure the sustainable development of the tourism destination. Abstract

Abstract This study was motivated by the important role of the Village Head as an innovator in promoting change and improving village governance in Sukahurip Village, Pangandaran District, Pangandaran Regency. Although supported by various resources, several challenges remain in the implementation of village innovation. This study aims to examine the role of the Village Head as an innovator in village governance by employing a qualitative research method. The study involved 10 informants, and data were collected through observation, interviews, documentation, and literature review. Data analysis was conducted by systematically processing the findings from interviews and observations to draw research conclusions. The results indicate that the Village Head has performed the role of an innovator through the implementation of technology-based administrative systems, the utilization of village information media, the development of community empowerment programs, and efforts to establish more effective public services and village governance. However, the implementation of this role has not yet been fully optimized due to several constraints, including limited development of community potential-based programs, inadequate utilization of information technology, insufficient exploration of community ideas and aspirations, and limited capacity-building opportunities for village officials. These challenges are influenced by budget constraints, underutilized village potential, low levels of technological literacy, limited community participation in contributing ideas, and unequal access to training opportunities for village officials. To address these issues, the Village Head has undertaken various initiatives, including enhancing the use of information technology, expanding opportunities for community participation, developing innovative programs based on local village potential, increasing training for village officials, and conducting continuous guidance and evaluation to ensure that village governance innovation is implemented effectively, sustainably, and for the benefit of the community.
