Abstract

The Problem raised within the society in the process of issuing building license (IMB) is what is the performance of the bureacracy apparatus in issuing the IMB. This research is aimed at analyzing the performance of the bureaucracy apparatus in issuing building license and it is expected to provide a description concerning the performance of the bureaucracy apparatus in issuing building license at the City Housing and Space Management Office of Palu. This research used qualitative method in order ti find out the evidences and phenomena in relation to the performance of bureaucracy apparatus in issuing the IMB. In order to measure the performance of the apparatus, the researcher uses five indicators suggested by Agus Dwiyanto, namely: productivity, service quality, responsiveness, responsibility, accountability. The informantsin this research are those who understand and are resposible for issuing the IMB. The primary data were taken directly from the informants and the secondary data were also used. Thetecniques of data collection were interview, observation, and documentation. The data were analyzed in the three stages: data reduction, data presentation, and drawing conclusions. It is found that doing observation, it showed that the performance of the bureaucracy apparatus of the City Housing and Space Management Office of Palu was not optimal. The apparatus productivity was not efficient and effectivity, the quality of service was little bit discriminative, the apparatus responsiveness was optimal, being ready and responsive in addresing the problem raised, the apparatus responsibility was carried out according to the regulations even though there were some difficulties, and the apparatus accountability ws low, meaning that the apparatus did not understandwell their jobs and the goverment policy for those who deal with the IMB seemed unfair.

Abstract

The policy of warrant pay issuance is one of the state finance management policies to increase the awareness of budget use that sourced from State Budget, and a document issued, used by budget user, the authority of budget user of the signing budget of a warrant pay to withdraw funds allocated by source from DIPA or other equivalent documents. The aims of this research is to analyze the implementation of the policy of issuing a warrant paying financial aid sourced from the state budget. (Regulation of the Minister of Finance of the Republic of Indonesia Number 250/PMK.05/2010). This was a descriptive qualitative research. Data were collected through observation, interviews, and documentation. The theory used was adopted from Rippley and Franklin, since Rippley and Franklin's implementation theory model emphasized the content aspect of the policy. According to Rippley and Franklin where the success of program policy implementation is viewed from three factors, namely: a) a compliance perspective that measures the implementation from the apparatus obedience apparatus; b) the success of the implementation is measured by the smoothness of the routine and the absence of problem, and c) successful implementation leads to the satisfactory performance of all parties, especially beneficiary groups. The results of the research indicate that the implementation of the policy on payment letter issuance of State Budget Division aid to the Education and Culture Deoartment of Central Sulawesi Province has been well implemented.

Abstract

his study aims to analyze the performance of police officers in administrative personnel services at the Human Resources Division of the North Morowali Police Resort. This research employs a qualitative method with a descriptive approach, selecting informants through purposive sampling. Data were collected through observation, interviews, and documentation. The findings indicate that productivity, responsibility, and accountability in administrative personnel services have been well implemented. Police officers are capable of operating technology-based administrative systems such as the SiSDM application to support work efficiency. However, service quality and responsiveness still face challenges, including limited personnel, unstable network access to the system, and a lack of continuous training. Overall, while administrative personnel services have been functioning adequately, improvements in technological infrastructure and human resource development are necessary to enhance service effectiveness and quality.

Abstract

This study aims to analyze the obstacles to the implementation of the post-disaster Building Construction Permit (IMB) policy in Palu City, based on Regional Regulation No. 9 of 2022. The primary focus of this study is to analyze the extent to which the policy aligns with the post-disaster socio-economic and geographical context, and to identify factors that hinder its effective implementation. This study employed a descriptive qualitative method, with data collection techniques including in-depth interviews, participant observation, focus group discussions (FGDs), and documentation studies. Information was collected from 12 informants from government agencies, affected communities, and local stakeholders. The results indicate that policy implementation has not been optimal due to six main factors: a lack of understanding of the policy's objectives and standards, limited human resources and infrastructure, overlapping authority between agencies, unintegrated communication, limited authority and training for implementers, and socio-economic conditions that do not support regulatory compliance. These findings indicate a gap between national policy and local realities in disaster-affected areas. This research provides an empirical contribution to the study of public policy implementation in the disaster context and offers contextual and inclusive policy recommendations. The practical implications of this research include the need to simplify licensing procedures, strengthen inter-agency coordination, and adjust regulations to local post-disaster conditions.
