Abstract

Kinerja Sistem Pendidikan Nasional (SPN) dalam kurun waktusepuluh tahun terakhir menunjukkan kegagalan demi kegagalan. Data dariUnited Nations Development Programme (UNDP) yang memantau IndeksPembangunan Manusia atau Human Development Index (HDI) sepertiyang terpublikasi secara luas bahwa posisi Indonesia diantara 174 negarapada tahun 1996 berada pada peringkat 102; tahun 1999 peringkat 105;dan tahun 2000 pada peringkat 109, kemudian tahun 2004 turun lagi keperingkat 111 dari 174 negara. Secara umum mutu proses belajarmengajaryang tergelar kurang menggembirakan oleh karena prosespendidikan telah terkebiri menjadi “perolehan informasi” dengan sistemtagihan berjangka pendek.Ketidakhirauan SPN terhadap praksis penerusan informasiberakibat lebih jauh lagi dan merosot menjadi konteks pemberitaan isi bukuteks (content transmission), lalu diperparah lagi dengan kebijakan evaluasiyang dikenal dengan istilah UN (Ujian Nasional). Secara kognitif modelevaluasi UN tersebut tidak dapat memfasilitasi perkembanganintelektualitas yang baik (authentic ability), karena tuntutannya bersifattebak-tebakan, sehingga pebelajar cenderung hanya mengerahkankemampuan artifisialnya, bukan kemampuan autentik. Bahkan lebih celakalagi jika untuk meraih prosentase kelulusan dibentuk “tim sukses” yangberoperasi secara ilegal.Kata Kunci: Kebijakan - Ujian Nasional – Pendidikan

Abstract

AbstrakEksistensi ushul fiqh selama ini dianut oleh umat Islam tampak terdapat kejumudan dalam memahami dan mengaplikasikannya. Sudah seharusnya ushul fiqh dapat diterapkan agar lebih fleksibel dan konstektual. Dalam perkembangannya, belum ada suatu metodologi (manhaj) yang memahami syariat secara tuntas dan tepat, untuk mengatasi segala permasalahan sosial yang terus berkembang dan berubah. Oleh karena itu, ushul fiqh berupaya merubah paradigma baru, dari tekstual ke kontekstual meskipun memunculkan berbagai diskursus khususnya persoalan epistemologi, metodologi, dan implementasinya di dalam masyarakat. Pencapaian kemaslahatan umum (al-masalhi al-ammah) masyarakat sekitarnyadan berdimensi daruriyyah. Penerapan ushul fiqh dalam realitas masyarakat Indonesia yang plural adalah ijtihad li al-Ijtima’iyyah yaitu proses penggalian hukum-hukum terhadap permasalahan masyarakatkontemporer dengan menggunakan metode dan pemikiran yang merujukpemikiran Muhammad bin Idris asy-Syafi’iatau ulama di lingkungan mazhabSyafi’i dalam skala prioritas, serta fokus pada pencapaian kemaslahatan umum yakni keadilan. Relevansi antara ushul fiqhdengan perbuatan dan tanggungjawab sosial dalam konsep hukum Islam adalah adalah: a) kajian ushul fiqh danrealitas sosial sangat dipengaruhi oleh keinginan masyarakat untuk menerapkanhukum Islam yang kontekstual dan fleksibel dengan keadaan sosio-kulturalnya; b)substansi mengenai kerangka konseptual Tenaga Kerja Wanita (TKW) memerlukanperpaduan antara nilai-nilai Islam dan keadilan yang diwujudkandalam bentuk sikap, perilaku, perkataan, perbuatan, dan pemikiran. Kata kunci : ushul fiqh, mahkûm fîh, Mahkûm ‘alaih, TKW AbstractThe Existence of “ushul fiqh” which has been used by Muslims seem that there is stagnation in understanding and applying it. It is a must that“Usul fiqh” is applied in order it can be more flexible and contextual. In its development, there has been no methodology (manhaj) that can understand the “Shariah” completely and precisely, to overcome all the social problems that continue to evolve and change. Therefore, “ushul fiqh” is in effort to change a new paradigm, from textual to contextual although it raises many issues, especially the discourse of epistemology, methodology, and its implementation in society. An achievement of common good (al-masalhi al-ammah) community and apply  “daruriyyah “dimension. An application of “ushul fiqh” in reality of Indonesian plural society is that “ijtihad li al-ijtimaiyyah” which is known as the process of extracting the laws against the problem of contemporary society  by using a method and thinking of  Muhammad ibn Idris ash-Syafii  or  from other thinking in the environment of “syafi’i madhab” in the priority scale and it is focus on achieving the common good, it is justice. The relevance between “ushul fiqh” action and social responsibility in the concept of Islamic law are: a) the study of “fiqh” and social reality which is strongly influenced by the publics willingness to apply the law of islam which are contextual and flexible with its socio-cultural; b) the substance about the conceptual framework Labor Women (TKW) needs a unification between the values of Islam and justice which is proven in attitudes, behavior, utterance, actions, and thoughts. Keywords: usul fiqh, mahkûm fih, Mahkûm alaih, TKW

Abstract

Penelitian ini membandingkan hasil belajar dan minat siswa PDTO yang menggunakan Articulate Storyline 3 dan materi audio-visual Ms. Powerpoint dengan siswa yang hanya menggunakan materi audio-visual Ms. Powerpoint. Temuan mengungkapkan bahwa siswa di kelas eksperimen lebih tertarik untuk belajar daripada di kelas control yang dibuktikan dengan t hitung lebih besar t tabel berikut: 6389 lebih besar 1.699. Selain itu, dibandingkan dengan kelas kontrol, siswa kelas eksperimen memiliki hasil belajar yang lebih besar, yang memiliki nilai t hitung 1,947 lebih besar t table 1,699, sebagai bukti penelitian.

Abstract

This study aims to explore the importance of Tadulako leadership values in enhancing national governance resilience in Indonesia, particularly in Central Sulawesi. The concept of Tadulako goes beyond individual identity, embodying noble values that promote truth and community welfare. Historically, Tadulako played a significant role in maintaining territorial sovereignty during the colonial period, suggesting that these values are not merely myths but rooted in real struggles for freedom. This study uses an ethnographic approach to examine how these values can serve as an ethical foundation for modern leadership, fostering social cohesion and managing diversity in line with the principle of Bhinneka Tunggal Ika. The results showed that courage, justice, and solidarity are integral to building a cohesive national identity and enhancing social resilience against internal and external threats. This study also emphasized the importance of revitalizing local wisdom and integrating these values into the educational framework to ensure cultural continuity and strengthen community ties. This study is a balanced dialogue between tradition and modernity, showing that principles derived from Tadulako can significantly contribute to a strong and sustainable national resilience strategy. In the context of strengthening national resilience governance, it is recommended that Tadulako leadership values be integrated with the concept of transformational leadership in the modern era. Innovative and flexible leadership that emphasizes adaptability and resilience in facing challenges is essential to maintaining national resilience while realizing the progress of the nation and state.

Abstract

This study examines the phenomenon of poverty and the implementation of empowerment programs in the Lauje Indigenous Community in Parigi Moutong Regency, Central Sulawesi, with a particular focus on the social constructions that shape these programs. Employing a qualitative approach, data were collected through in-depth interviews, participatory observations, Focus Group Discussions (FGD), and document analysis. A total of 16 informants were purposively selected, including traditional leaders, women leaders, youth leaders, indigenous community members, government program field assistants, and village heads within the Lauje Indigenous Community. The findings reveal that poverty among the Lauje Indigenous Community is a multidimensional issue influenced by both structural and cultural factors. Structural factors include limited access to transportation, healthcare, education, and low market value for agricultural products. Cultural factors relate to local beliefs, such as having many children as a sign of good fortune and traditional parenting practices that restrict women’s roles in the household economy. Although the government has introduced empowerment programs under the Village SDGs framework, challenges persist due to limited infrastructure and low community participation. Existing empowerment initiatives have yet to significantly improve economic welfare, as they do not fully consider the socio-cultural conditions of indigenous communities. Meanwhile, the social construction of the Lauje Indigenous Community remains deeply rooted in values of mutual cooperation, solidarity, and harmony with nature. This social capital plays a crucial role in sustaining community life, yet it is gradually eroding due to modernization and materialism among younger generations. This study recommends that empowerment programs should be designed with greater sensitivity to local wisdom and actively involve indigenous communities in planning and execution. Furthermore, strengthening basic infrastructure, financial literacy, and entrepreneurship education is essential to enhancing the economic independence of the Lauje Indigenous Community. Lastly, efforts should be made to preserve social capital and traditional values, as they continue to serve as fundamental pillars of the community’s social and economic sustainability.

Abstract

Mt. Biru is a fertile wilderness area in Tamanjeka Hamlet, Masani Village, Poso Pesisir District, Poso Regency. At 2006, the Mt. Biru area was widely known as the movement basis of the East Indonesia Mujahidin group led by Santoso. As an area inhabited and/or controlled by terrorists, the peace of the population becomes disturbed, even frightened, because there are counter-indications between terrorists and security personnel from the military/police. The article from this research discusses sociopsychological rehabilitation and increases the food security of households affected by vulnerability in the Mt. Biru area. The social conditions of the community in the process and social interaction both within their internal and external circles experience rigidity and are very limited, confined, and even fearful. Sociologically, the process and social interaction, due to persistent fear, are gradually becoming psychological symptoms that influence other aspects of life, especially in the economic field as farmers. Significant decline in farmer's productivity due to the loss of sociopsychological strength due to terror and incidents, decreasing family food security, and other generative impacts in time will emerge.

Abstract

Collective action has long been driven by social psychological mechanisms, particularly collective identity and group efficacy. This narrative review examines the interplay of identity, emotion, and structural conditions in predicting participation in collective mobilization. Drawing on empirical findings from multiple cross-national studies, the review integrates qualitative and quantitative insights to understand how emotional catalysts and digital narratives reinforce collective identification. The methodology involved a systematic review of studies indexed in Scopus, Web of Science, and Google Scholar, using key terms such as "collective action," "social identity," and "group efficacy." Inclusion criteria prioritized peer-reviewed journal articles that employed mixed-method approaches to examine protest dynamics, psychological predictors, and digital activism. The findings confirm that strong social identity, group efficacy, and collective emotion (especially anger and hope) serve as principal motivators for collective participation. However, participation is also mediated by internal constraints such as identity misalignment, and external structural barriers such as authoritarianism, resource scarcity, and cultural repression. Digital media has emerged as a crucial enabler, reinforcing group solidarity and mobilization narratives. These insights underline the importance of inclusive, context-sensitive policies and interdisciplinary strategies in overcoming systemic impediments to mobilization. Future studies should address variations across cultural and geopolitical contexts and explore how technological innovation can facilitate equitable collective engagement. Understanding the synergy between psychological and structural determinants is essential for advancing sustainable collective action.

Abstract

This study aims to analyze the obstacles to the implementation of the post-disaster Building Construction Permit (IMB) policy in Palu City, based on Regional Regulation No. 9 of 2022. The primary focus of this study is to analyze the extent to which the policy aligns with the post-disaster socio-economic and geographical context, and to identify factors that hinder its effective implementation. This study employed a descriptive qualitative method, with data collection techniques including in-depth interviews, participant observation, focus group discussions (FGDs), and documentation studies. Information was collected from 12 informants from government agencies, affected communities, and local stakeholders. The results indicate that policy implementation has not been optimal due to six main factors: a lack of understanding of the policy's objectives and standards, limited human resources and infrastructure, overlapping authority between agencies, unintegrated communication, limited authority and training for implementers, and socio-economic conditions that do not support regulatory compliance. These findings indicate a gap between national policy and local realities in disaster-affected areas. This research provides an empirical contribution to the study of public policy implementation in the disaster context and offers contextual and inclusive policy recommendations. The practical implications of this research include the need to simplify licensing procedures, strengthen inter-agency coordination, and adjust regulations to local post-disaster conditions.
