Abstract

The research aims to analyze the performance of state civil apparatus in the Secretariat of Regional People's Representatives of Central Sulawesi Province. The research applied a qualitative method. The research setting was at the Secretariat of Regional People's Representatives of Central Sulawesi Province. The informants were 5 people selected using Purposive Sampling technique. The data were gathered through observation, interview, and documentation. In this case, the researcher used Miles and Huberman analysis approach. The research findings show that the performance of state civil apparatus in the Secretariat of Regional People's Representatives of Central Sulawesi Province with indicators such as 1. Productivity shows that efficiency and effectiveness have not run maximally. 2. Service Quality shows that the satisfaction on the service given has been fulfilled. 3. Responsiveness shows that the ability of the apparatus of Regional People's Representatives of Central Sulawesi Province to recognize the needs of service receiver, arrange agenda and service priority and develop public service programs are suitable with communities needs and aspiration have been run well. 4. Responsibility shows that the programs have already been properly as the right administration principles or adjust to organization policy. 5. Accountability shows that  state civil apparatus in the Secretariat of Regional People's Representatives of Central Sulawesi Province obey to the political officials appointed by the people that marked by the accountability report.

Abstract

The Research aimed to analyze the employee effectiveness of Information Division and Employee Mutation at Staffing Agency and Human Resource Development of Palu. The main theories that become the reference in this research are the effectiveness theory by Richard M. Steers (1980: 192), in measuring the effectiveness of employee's work includes 3 aspects: 1) adaptability; (2) work performance; and (3) job satisfaction. The research method used descriptive-qualitative approach. The location of this research is in the Staffing Agency and Human Resource Development of Palu with informants amounting to 5 people who were selected purposively. The data collection was conducted through interview, observation, and documentation. The data analysis techniques used the Interactive model of Miles and Huberman. Based on the results of the research by looking at the effectiveness of the performance of employee in Information Division and Employee Mutation at Staffing Agency and Human Resource Development of Palu can be seen from 3 aspects, it was adaptability, work performance and job satisfaction aspects, in which the overall performance of employees in Information Division and Employee Mutation at Staffing Agency and Human Resource Development of Palu has been effective.

Abstract

This research aims to analyze the service quality of Funeral Home of the Member of the Employee Corps of the Republic of Indonesia in Central Sulawesi Province. He informants of the research were 6 people. The data were gathered through observation, interview, and documentation. The data were analyzed qualitatively through Miles and Huberman  and Saldana approach namely data collection, data condensation, and drawing conclusion. The research results show that 1. Physical evidence indicates that physical facilities at Employee Corps of the Republic of Indonesia in Central Sulawesi Province are not sufficient. 2. The reliability of the ability of the Employee Corps of the Republic of Indonesia in Central Sulawesi Province to provide service as promised in accurate and accountable way with punctuality parameter, the same service for everything without mistakes have not been running well, the Employee Corps of the Republic of Indonesia in Central Sulawesi Province will show a symphatetic, and a high accuracy in providing funeral home service. 3. Responsiveness is a quick and accurate response given by the Employee Corps of the Republic of Indonesia in Central Sulawesi Province have not been implemented well although there is already clear information. 4. Assurance covers knowledge, politeness, and ability of  the Employee Corps of the Republic of Indonesia in Central Sulawesi Province to create trust has been running well. 5. Empathy is by providing sincerity attention individually or personally given by the Employee Corps of the Republic of Indonesia in Central Sulawesi Provincen and trying to understand the desire. By having understand and knowledge, understand specifically, and have a comfortable time have been implemented properly.

Abstract

In order to realize the demands of the community in service, the government will seek several things to improve the quality of services provided by bringing up a policy. To produce a quality policy requires good cooperation by the local government. Improving public services to optimize services in the regions can be done by reforming the administration at a level that is directly dealing with the community, namely at the sub-district level and implementing innovation. The innovation in question is the sub-district integrated administrative service system (PATEN). PATEN is held with the aim of realizing the sub-district as a community service center and becoming a service node for the one-stop integrated service agency/office (PTSP) in the district for sub-districts whose geographical area will be more effectively and efficiently served through the sub-district. With a qualitative method, this research on the implementation of PATEN in Polewali Mandar was studied based on the concepts of communication, resources, disposition, and bureaucratic structure. Obstacles encountered in communication due to limitations in providing patent services to the public during the covid 19 pandemic, PATEN service providers were provided with training, related to disposition, clearer supervision standards were needed regarding the use and supervision of budgets by districts so that achievements and obstacles could be evaluated on a regular basis ; and simplification of standard operating procedures on aspects of bureaucratic structure.

Abstract

The corona-19 virus is a new disease that emerged in 2019 and is very dangerous for the health of the human body. To prevent the spread of the corona-19 virus in Indonesia, including in Central Sulawesi, the government implemented a health protocol policy. This study aims to determine the public's perception of health protocol policies by the government. The research uses qualitative methods. The informants consisted of the people of Nupabomba Village as a trans-Sulawesi route. Data collection techniques using observation and in-depth interviews. Data analysis consists of data reduction, data display, and conclusion drawing. The results of the study show that the public can provide positive perceptions related to policies regarding the prevention of the corona virus-19. This perception is marked by a responsibility to comply with health rules and be able to explain well to fellow people related to the dangers of covid-19 so that habit patterns must be changed by using masks, washing hands in running water, maintaining distance, reducing mobility, and staying away from crowds.

Abstract

Higher education institutions should guarantee student satisfaction, not only in academic services such as the teaching and learning process, but also include administrative services, administrative and academic processes. This study aims to determine and analyze the quality of service, determine and analyze the performance of academic administrative employees, determine and analyze the level of student satisfaction, determine the effect of service quality and academic staff performance on student satisfaction at the Faculty of Social Sciences. Science and Law, Universitas Negeri Makassar. The research method used is causal associative quantitative type, the total population is 4. 588 with a research sample of 98 respondents. Data collection techniques are questionnaires, observation, and documentation with data analysis using descriptive analysis and multiple linear regression analysis. The effect of service quality and performance of administrative staff on student satisfaction is 53.10%. The magnitude of the effect is 53.10%, indicating that service quality and performance affect student satisfaction at the Faculty of Social Sciences and Law (FIS-H), Universitas Negeri Makassar, other factors contribute 46.90 percent to student satisfaction.

Abstract

Covid-19 merupakan wabah pandemi yang sangat berbahaya bagi setiap manusia. Pemerintah membuat kebijakan tentang Pembatasan Sosial Berskala Besar, seperti yang diterapkan oleh Lembaga Penjaminan Mutu Pendidikan Provinsi Sulawesi Tengah. Tujuan penelitian yaitu untuk mengetahui strategi komunikasi pimpinan dalam implementasi kebijakan Pembatasan Sosial Berskala Besar untuk pencegahan virus Corona 19 di Lembaga Penjaminan Mutu Pendidikan Provinsi Sulawesi Tengah. Metode penelitian menggunakan kualitatif, teknik pengambilan informan yaitu purposive sampling dan analisis data berdasarkan pandangan Miles dan Huberman (1992) yang terdiri dari reduksi data, penyajian data dan penarikan kesimpulan atau verifikasi. Hasil penelitian menunjukan bahwa komunikasi merupakan proses penyampaian pesan baik secara langsung dan tertulis dari pimpinan Lembaga Penjaminan Mutu Pendidikan Provinsi Sulawesi Tengah kepada seluruh pegawai di lembaga tersebut. Pesan yang disampaikan berkaitan dengan penerapan kebijakan Pembatasan Sosial Berskala Besar yang mewajibkan sebagian pegawai bekerja di kantor dan bekerja di rumah (work from home). Saat menyelesaikan pekerjaan atau melakukan hubungan sosial, setiap pegawai dominannya berkomunikasi melalui whatshap group, email dan aplikasi Sistem Naskah Dinas Elektronik (SINDE).

Abstract

This study aims to provide an overview and various facts related to the implementation of the Land Redistribution policy in Sigi Regency, Central Sulawesi Province from the aspects of effectiveness, efficiency, adequacy, alignment, responsiveness, and accuracy. The type of research used by the researcher is a qualitative descriptive type, the informants in this study were determined using a purposive technique. Techniques in collecting data, the authors use several ways of observation, interviews, and documentation. In this study, data were analyzed using several steps according to the theory of Miles, Huberman and Saldana (2014), namely analyzing data in three steps: data condensation, presenting data, and drawing conclusions or verification. Based on the results of the research, it can be concluded that the implementation of the policy of implementing the Land Redistribution policy in Sigi Regency, Central Sulawesi Province has not run optimally, this is because the effectiveness aspect has not gone well, because in 2022 the implementation of the Land Redistribution program in Sigi Regency has not reached the target. From the adequacy aspect, it has not gone well, because this policy is considered not sufficient to answer the socio-economic problems of the community, from the leveling aspect it has not fully gone well, because the distribution of information related to the program to the people in Sigi Regency has not been evenly distributed, even in its implementation in the field it also shows that there are still many also people who have not really felt the benefits of this policy. From the aspect of responsiveness it has not gone well, this is shown by the lack of enthusiasm of some people in Sigi Regency for the existence of the Land Redistribution program. In addition, the aspect that is going well is the aspect of efficiency, where the BPN is able to make the best use of the limited budget and human resources to achieve optimal results, and accuracy is also going well where this policy is very appropriate in responding to the agrarian problems that are in the midst of the community, especially the people of Sigi Regency, and not only that, the implementation in the field has been right on target.

Abstract

Penelitian ini dilakukan di kecamatan palu selatan kota palu, Hasil observasi menunjukkan bahwa ada beberapa masyarakat di kantor Kecamatan Palu Selatan yang mengeluhkan tentang dokumen yang belum bisa diambil karena belum ditandatangani Camat. Hal ini memberi asumsi kepada peneliti tentang kedisiplinan Camat dalam melaksanakan tugas. Apakah Camat jarang datang ke kantor sehingga ada masyarakat yang mengeluh?. Faktor inilah yang mendasari penelitian tentang kinerja Camat di Kecamatan Palu Selatan menjadi relevan dan penting untuk dilakukan serta diharapkan dapat ditemukan gambaran yang komprehensif mengenai kinerja Camat dalam melaksanakan program Pembangunan.Penelitian ini bertujuan untuk mengetahui Bagaimana Kinerja Camat Dalam Implementasi Program Pembangunan Di Kecamatan Palu Selatan Kota Palu, menggunakan teori kinerja Suyadi Prawirosentono, dengan metode deskriptif kualitatif. Pengumpulan data dengan teknik observasi, wawancara, dokumentasi, dan kepustakaan. Hasil penelitian menunjukkan bahwa kinerja Camat Palu Selatan dalam implementasi program pembangunan di wilayahnya dapat berjalan baik berdasarkan teori yang di gunakan yaitu Efektifitas dan efisiensi, dibuktikan dengan kemampuannya memberikan sumbangsih nyata yang terstrukstur, terkontrol dan terawasi dengan baik. Otoritas dan tanggung jawab, dilihat dengan tercapainya Renstra Kecamatan sesuai kewenangannya. Disiplin, terbukti dengan datang dan meninggalkan kantor tepat waktu (kecuali ada hal mendesak seperti pekerjaan diluar kantor), saat jam kerja beliau serius mengerjakan pekerjaan dan dapat diselesaikan tepat waktu. Inisiatif, ditunjukkan dengan inovasi dan kreatifitas, dibuktikan dengan ikut dalam kelancaran kegiatan Inovasi Pelangi 2022.

Abstract

Abstract- WHO has deemed the Covid-19 pandemic to be a regional outbreak, Indonesia is one of the pandemic nations. This paper seeks to see the capacity of the world to cope with the global pandemic and the provision of resources through the supply chain policy. Here, we analyse the supply-chain effects of a set of idealized lockdown scenarios, using the latest global trade modelling framework. We find that supply-chain losses that are related to initial COVID-19 lockdowns are largely dependent on the number of countries imposing restrictions and that losses are more sensitive to the duration of a lockdown than its strictness. There are three essential topics in this paper: 1) the sense of urgency; 2) the national government's legislative and structural supply chain policy’s; and 3) the pandemic regional headquarters. The data collection is carried out through scientific journals, online news, reports, and academic forums with public policy and health experts. The findings of this paper indicate that Indonesia is still in difficulty in coping with a global pandemic in the context of the international crisis. Likewise, at the beginning of the outbreak in Indonesia, the system of contact between central and regional representatives seems to be not well organized.
