Abstract

The principles of transparency and accountability constitute the fundamental basis of good governance. Technological advancements have encouraged the implementation of digital monitoring systems to enhance information openness and bureaucratic performance oversight in Central Jakarta. The development of digital technology has driven governments to adopt electronic-based systems, such as public service portals, citizen reporting applications, and monitoring systems based on the Internet of Things (IoT). This study employs a qualitative approach through a literature review (library research) utilizing secondary data. The data sources are derived from scientific journals, books, official government reports, and scholarly articles. The findings indicate that digital monitoring systems are effective in improving transparency through real-time information and strengthening web-based accountability. Furthermore, the integration of digital systems enables the creation of audit trails that support government performance accountability. However, several challenges remain in their implementation, including limited technological infrastructure, low levels of digital literacy among citizens, resistance to change, and minimal public participation. Therefore, strategies are needed to strengthen human resource capacity, improve infrastructure, and expand public outreach and digital literacy education. This study is expected to contribute to the development of digital-based governance that is transparent, accountable, and responsive to public needs.
