Abstract

Problems: The management of creative economy-based tourism villages requires the involvement of multiple actors because resources, authority, knowledge, and access are distributed across institutions, leading to issues of actor dominance and inconsistent government facilitation. Purpose: This study analyzes Governance Network  practices in the management of Desa Semen Tourism Village, Blitar Regency, using the Klijn and Koppenjan framework covering actors, interdependencies and frames, network management, institutional features, and interactions and complexity. Methodology: The study employed a descriptive qualitative approach. Data were collected through in-depth interviews, field observation, and documentation, analyzed using the interactive model of Miles, Huberman, and Saldaña, and examined through triangulation. Findings: Findings show that the governance network has mobilized diverse resources, but its effectiveness remains partial. Pokdarwis acts as the dominant actor due to its strong social resources, operational knowledge, local networks, and informal legitimacy, whereas government involvement tends to be incidental. Interdependencies are asymmetrical, and shared frames remain weak. Network management is adaptive, informal, and trust-based, but lacks institutionalized coordination forums. Formal regulations exist but function more as sources of legitimacy than as operational rules governing daily interaction. Paper Type: Research paper
