Abstract

The village legal awareness program conducted in Sampora Village, Cilimus District, Kuningan Regency in 2024 succeeded in increasing the understanding of village officials and the Village Consultative Body (BPD) regarding the types and general procedures of village legal products, yet it stopped at the level of cognitive socialization and had not produced any concrete, legally enacted village regulation. This second-stage community service activity aims to provide technical, hands-on assistance in drafting and legalizing priority draft village regulations (Ranperdes) as a direct follow-up to that earlier program, while also building a simple village legal document archive to sustain future access. The activity involved the Sampora Village Government, the BPD, and community leaders through a participatory legal-clinic method combining technical drafting workshops, deliberative discussion (musyawarah desa), and mentoring through the enactment process. Pretest and posttest measurements show a substantial increase in participants’ technical drafting competence, and the activity resulted in draft regulations ready for legalization together with a digitally archived record of village legal products. The program demonstrates that legal empowerment in villages must move beyond one-time socialization toward sustained, multi-stage mentoring, and that its outcomes should be continuously developed and disseminated through scientific publication to strengthen village governance capacity nationally
