Abstract

This study is motivated by ongoing issues in the distribution of social assistance (bansos) by local governments, which have not fully reflected the values of humanity and social justice in Pancasila, particularly the second and fifth principles. The problems include inaccurate targeting, unreliable beneficiary data, limited transparency, and weak coordination. This research aims to analyze the alignment of social assistance distribution with Pancasila values and identify its obstacles. This study applies a qualitative descriptive approach conducted in Sampali Village, Percut Sei Tuan District, Deli Serdang Regency, North Sumatra. Data were collected through observation, interviews, and documentation, and analyzed through data reduction, presentation, and conclusion drawing. The findings indicate that social assistance distribution has not been fully fair and equitable due to data inaccuracies, limited verification, lack of information dissemination, and weak supervision. However, the program still provides benefits in meeting basic needs. Improvements in data systems, transparency, community participation, and continuous evaluation are needed to better reflect humanitarian and social justice values.
