Abstract

This study analyzes the implementation of the Gianyar Regency Regional Medium-Term Development Plan (RPJMD) as an instrument for inclusive development based on the Sustainable Development Goals (SDGs) and Tri Hita Karana values and identifies its implementation constraints. A descriptive qualitative method was used, with informants selected through purposive sampling. Data were collected through observation, interviews, documentation, and online searches and analyzed through data reduction, data display, and conclusion drawing. The analysis applies Van Meter and Van Horn's policy implementation theory, covering policy standards and objectives, resources, characteristics of implementing organizations, interorganizational communication, implementers' disposition, and social, economic, and political conditions. The findings show that the implementation of the Gianyar Regency RPJMD has generally proceeded well, but is not yet fully optimal. Policy standards are clear and supported by resources, organizational task division, coordination, implementers' commitment, and a relatively conducive policy environment. Remaining constraints include suboptimal coordination and synchronization among regional government agencies, unequal resources and access to inclusive services, changing development data and community needs, and uneven public participation and understanding. Stronger coordination, integrated data, equitable services, and greater participation of vulnerable groups are required to strengthen inclusive and sustainable development.
