Abstract

Students with special needs in Special Needs Schools (SLB) face multiple vulnerabilities, ranging from the risk of sexual violence due to a lack of understanding of bodily privacy, limited accessibility of information for students' families, to the lack of spatial orientation facilities in the school environment. This community service activity was carried out at the Lhokseumawe City SLB on July 27, 2026, involving approximately 50 students with special needs, their parents, and teachers as beneficiaries, as well as 80 implementing committee members divided into four operational work areas and three substantive program managers. This activity aims to develop an inclusive service model through three forms of interventions designed for different user groups: education on bodily privacy for students as a self-protection effort, a public chatbot service for parents and teachers as an effort to expand access to school information, and a school mapping plan for all school residents as an effort to support spatial orientation. The results of the activities showed that all three interventions were successfully implemented in an organized manner, but had the same structural limitation, namely a one-time delivery without a mechanism for further evaluation and reinforcement. This activity reflects the implementation of inclusive public service policies as mandated by Law Number 8 of 2016 concerning Persons with Disabilities. This article recommends the development of a sustainable mentoring program accompanied by a structured monitoring and evaluation mechanism for the implementation of similar inclusive service models in the future.
