Abstract

The implementation of the No-Smoking Area (KTR) policy in healthcare facilities is crucial to protect the public from secondhand smoke; however, smoking violations and limited information media are still found at Nurdin Hamzah Regional Hospital. This study aims to analyze the implementation of the KTR policy at Nurdin Hamzah Regional Hospital, East Tanjung Jabung Regency, based on the dimensions of communication, resources, disposition, and bureaucratic structure. This research employed a descriptive qualitative method with a purposive sampling approach involving 17 informants. Data collection was carried out through in-depth interviews, observation, and documentation, analyzed using the Miles, Huberman, and SaldaƱa interactive model along with NVivo software. The communication aspect has been implemented through socialization and media, though not evenly distributed. Human resources and supporting media facilities still require improved maintenance and distribution. Implementer disposition shows good commitment and cooperation, while the bureaucratic structure through supervision by the KTR Team and Satpol PP has been running but still needs strengthened coordination and follow-up on violations. The implementation of the KTR policy at Nurdin Hamzah Regional Hospital has generally been running, but it requires enhanced continuous socialization, media facility maintenance, as well as consistent supervision and enforcement.
