Abstract

Islamic Boarding Schools (IBS) are educational institutions characterized by complex management systems that integrate academic education, Islamic education, character development, and residential life. This complexity requires human capital management that not only emphasizes professional competencies but also enables employees to embody Islamic values while meeting the demands of globally oriented education. In practice, human capital management in IBS requires a framework that systematically integrates organizational culture, Human Capital Management (HCM), and Human Resource Information Systems (HRIS). This paper aims to design a Strategic Human Capital Transformation Framework for Islamic Boarding Schools through the integration of these three components. The method employed is conceptual framework development, conducted through four stages: human capital needs identification, concept mapping, framework component integration, and transformation pathway formulation. The design results indicate that Islamic Values serve as the foundation for establishing organizational direction and values; Organizational Culture translates Islamic values into workplace behaviors and practices; HCM manages the employee lifecycle; while HRIS functions as an enabling infrastructure supporting process integration, data management, monitoring, and data-driven decision-making. The framework is developed progressively through three phases: Foundation, Capability Development, and Strategic Integration. This integration is directed toward developing human capital that is professional, grounded in Islamic values and character, globally oriented, and characterized by strong employee engagement and organizational commitment. The proposed framework is expected to serve as both a conceptual framework and an implementation reference for developing strategic human capital practices aligned with the characteristics of modern Islamic Boarding Schools and supporting sustainable organizational performance.
