Abstract

Employee diversity is a real condition in public sector organizations, including the Housing and Settlement Area Office (Dinas Perumahan dan Kawasan Permukiman) of Gunungsitoli City, yet no clear system or mechanism currently exists to assess the effectiveness of diversity management implementation in supporting employee collaboration and performance. This study aims to describe the implementation of diversity management and to analyze its role in supporting employee collaboration and performance. A descriptive qualitative approach was used, with data collected through in-depth interviews with ten purposively selected informants consisting of key, main, and supporting informants, and analyzed through open, axial, and selective coding. The results reveal five main themes: employee diversity as a natural organizational condition; diversity management embedded implicitly in general work mechanisms; strengthened collaboration through communication and trust; the contribution of diversity management to employee performance; and structural barriers as optimization challenges. The study concludes that employee diversity is naturally accepted through local kinship values, but diversity management implementation remains implicit and is not yet supported by a formal evaluation system, so optimization requires both policy formalization and strengthening of the organization's structural capacity.
