Abstract

This study aims to analyze the implementation of good governance principles in village government services in Batudaa Pantai District, Gorontalo Regency. A descriptive qualitative approach was employed in Bongo, Kayubulan, and Langgula Villages. Data were collected through observation, interviews, and documentation, then analyzed using the Miles and Huberman interactive model. The study draws on Agus Dwiyanto’s (2021) framework, comprising accountability, transparency, participation, and law enforcement. The findings indicate that the implementation of good governance principles in the three villages has been relatively satisfactory but remains suboptimal. Regarding accountability, village governments provide services according to established procedures and account for programs and budgets. Transparency is maintained through information boards, community meetings, social media, and WhatsApp groups, although information dissemination remains uneven due to technological limitations and inadequate internet connectivity. Community participation is evident in village meetings, program planning, development activities, and service evaluations; however, the involvement of some residents remains limited. Law enforcement is implemented in accordance with regulations and standard operating procedures in a fair and nondiscriminatory manner. The study concludes that optimizing good governance requires equitable information dissemination, improved use of information technology, increased community participation, enhanced officials’ competencies, and continuous guidance and supervision to ensure more effective village services that meet community needs.
