Abstract

This study aims to analyze the synergy between the Family Welfare Empowerment (Pemberdayaan dan Kesejahteraan Keluarga/PKK) organization and the community in supporting empowerment programs, examine the role of a participatory silaturrahmi approach grounded in Islamic values in strengthening communication, trust, engagement, and collaboration, and formulate a sustainable synergy-strengthening model in Gampong Siem, Aceh Besar. This study employed a participatory qualitative approach using a Participatory Action Research (PAR) design. Data were collected through observation, in-depth interviews, Focus Group Discussions (FGDs), and documentation involving PKK administrators and cadres, village officials, community leaders, religious leaders, and community members. Data were analyzed interactively through data reduction, data presentation, conclusion drawing, and participatory reflection. The findings indicate that synergy between PKK and the community has been established through communication, coordination, participation, and collaboration; however, it remains suboptimal because community involvement is still largely limited to program implementation, while participation in planning, decision-making, and evaluation is uneven. The participatory silaturrahmi approach strengthens synergy through interpersonal communication, trust building, deliberation, and community engagement based on the Islamic values of ukhuwah, ta'awun, musyawarah, amanah, and social concern. The study develops a synergy-strengthening model comprising needs identification, silaturrahmi and trust building, participatory deliberation, collaborative implementation, evaluation and reflection, and program follow-up and institutionalization. The model offers a contextual, inclusive, and sustainable approach to community empowerment in the gampong context.
