Abstract

This study aims to analyze why disciplinary violations among State Civil Apparatus (ASN) personnel continue to recur despite the implementation of disciplinary enforcement mechanisms at the Secretariat of the Regional House of Representatives of Central Sulawesi Province. This study employed a qualitative approach with a descriptive method. Data were collected through interviews conducted in May 2026 and documentation, involving the Secretary of the Regional House of Representatives, the Head of the General and Personnel Affairs Subdivision, and staff representatives from each division as informants. Data were analyzed through data reduction, data presentation, and conclusion drawing. The results show that disciplinary enforcement mechanisms have been implemented through socialization, assemblies or briefings, attendance systems, guidance, verbal and written warnings, and progressive sanctions. However, violations in the form of tardiness and absence during working hours continue to recur. The findings indicate that these recurring violations are primarily associated with inconsistent supervision and the inconsistent escalation of sanctions for repeated violations. Although guidance and warnings are routinely applied, the escalation of sanctions has not always been implemented consistently due to tolerance in handling disciplinary violations. These findings indicate a gap between the formal availability of disciplinary mechanisms and the consistency of their implementation in practice.
