Abstract

This article discusses a Participatory Action Research (PAR)-based community empowerment model integrating environmental management and local economic development in Kembang Village, Tlogosari District, Bondowoso Regency. The program addressed two main issues: inadequate household waste management and limited marketing of local MSME products. The study employed the PAR approach supported by Participatory Rural Appraisal (PRA) techniques, including assessment, mapping, transect, problem tree analysis, Venn diagrams, and Focus Group Discussions (FGDs). All stages involved the village government, PKK, BUMDes, MSME actors, and local communities. The results produced two priority programs: the construction of a incinerator as an appropriate technology for biomass waste management and the development of digital marketing through the BUMDes Shopee store. These initiatives enhanced community participation in environmental management, strengthened village institutions, and expanded market access for local MSME products. The integrated PAR model demonstrates the potential to support sustainable rural development through collaborative environmental and economic empowerment.
