Abstract

This study analyzes the implementation of the Farmer Economic Empowerment Program in the Plantation Unit of KUD Koskopabo, Dharmasraya Regency, and identifies barriers affecting its implementation. A descriptive qualitative approach was employed with seven purposively selected informants consisting of the cooperative chairman, secretary, and five members. Data were collected through semi-structured interviews, passive participatory observation, and documentation, then analyzed using the Miles and Huberman interactive model. The findings show that program implementation has been supported by communication, available resources, implementer disposition, and organizational structure, although service effectiveness remains uneven. Communication among implementers and commitment to the program support implementation, while limited resources constitute the main constraint. Only six officers are available compared with an estimated requirement of eleven, accompanied by shortages of fertilizer, seedlings, storage facilities, and operational vehicles. Other barriers include service design, operational capacity, monitoring, evaluation, transparency, and member participation. The study contributes by combining Edwards III’s implementation dimensions with the design-reality gap perspective to provide a more comprehensive explanation of implementation and organizational constraints within a rural cooperative and identify areas requiring improvement in future program implementation.
