Abstract

Banyuwangi has more tourism villages than any other regency in East Java, and Kemiren builds its tourism identity on Osing adat. The partnership between the regional government and the indigenous community there has produced visible results, yet the two sides measure success differently. This study describes collaborative governance between the Banyuwangi regional government and the Osing indigenous community in developing the Osing Traditional Tourism Village of Kemiren. It uses a descriptive qualitative approach. Data came from in-depth interviews with six informants in August 2026, field observation, and official documents, and were organized around the five components of the collaborative governance model. The findings show layered asymmetries of power, resources, and knowledge; a latent suspicion that culture would be “sold” without open conflict; and a layered body of regulation that is strong on basic rules but weak on transparency. The regional government stays out of ritual matters, dialogue follows the event calendar, and three measures of success coexist: community cohesion, visitor numbers, and village economic turnover. Benefits are strongest for tourism actors and weakest in distribution and in guarantees of sustainability. The collaboration is formally institutionalized, but the work of building shared understanding is unfinished.
