Abstract

Indri Fogar Susilowati, S.H., M.H.ABSTRAK Tanah berperan sangat penting dalam kehidupan bangsa Indonesia, pelaksanaan pembangunan nasional yang dilaksanakan sebagai upaya lanjut untuk mewujudkan masyarakat yang adil dan makmur berdasarkan Pancasila dan Undang-Undang Dasar 1945. Tujuan penelitian ini adalah mengetahui dasar hukum dari pemberian jangka waktu hak pakai diatas hak milik bagi warga Negara asing di Indonesia, juga bagaimana perlindungan hukum bagi warga Negara asing yang memiliki hak pakai atas tanah di Indonesia. Karena hal di atas tersebut pengaturan penguasaan, pemilikan dan penggunaan tanah perlu lebih diarahkan demi semakin terjaminnya tertib di bidang hukum pertanahan, administrasi pertanahan, penggunaan tanah, ataupun pemeliharaan tanah dan lingkungan hidup, sehingga adanya kepastian hukum di bidang pertanahan khususnya tentang hak pakai. Penelitian ini merupakan kegiatan ilmiah yang diharapkan dapat memperoleh pemecahan suatu masalah dan sebagai sarana yang bertujuan untuk mengungkapkan kebenaran-kebenaran yuridis secara sistematis, analisis dan konstruktif terhadap data yang telah dikumpulkan. Menggunakan jenis penelitian hukum normative, dengan pendekatan perundang-undangan dan konsep. Dengan penyelesaian konflik menggunakan 3 asas prefensi, yaitu Lex superiori derogat legi inferiori, Lex specialis derogat legi generali dan Lex posteriori derogat legi priori. Norma hukum mengenai jangka waktu hak pakai diatas hak milik warga Negara asing di Indonesia pada peraturan pemerintah nomor 103 tahun 2015 menggantikan norma yang tercantum dalam peraturan pemerintah nomor 40 tahun 1996, karena lebih baru. Mengingat pada asas Lex posteriori derogat legi priori, yaitu peraturan yang baru mengalahkan atau melumpuhkan peraturan yang lama, asas ini dipakai apabila peraturan yang baru tidak secara tegas mencabut berlakunya peraturan perundang-undangan yang mengatur hal yang sama. Kata kunci: pemberian jangka waktu, hak pakai, warga negara asing.ABSTRACT Land plays a very important role in the life of the nation of Indonesia, the implementation ofaa national development is carried out as an advanced effort to create a just and prosperous society based on Pancasila and the 1945 Constitution. This research is a scientific activity that is expected to obtain the solution of a problem and as a means of aims to disclose systematic juridical, analytical and constructive truths to the data that has been collected. Using the type of normative legal research, with the legality approach and conceptual approach. With conflict resolution using 3 principles of preference, namely Lex superiori derogat legi inferiori, Lex specialis derogat legi generali and Lex posteriori derogat legi priori. The data obtained will be analyzed descriptively, that is by describing the existence of subject and object of research based on existing facts, so that will be obtained deeper understanding about subject matter which studied by using systematic writing divided into 4 chapters namely introduction, literature study, result and discussion , and conclusions. The legal norm regarding the duration of use rights over the property rights of foreign citizens in Indonesia under Government Regulation No. 103 of 2015 supersedes the norms listed in Government Regulation No. 40 of 1996, as it is more recent. In view of the principle of Lex posteriori derogat legi priori, that is, the new rule overcame or paralyzed the old rules, this principle is used if the new rules do not expressly revoke the enactment of legislation governing the same thing Keywords: Giving Term, Use Rights, Foreigners.

Abstract

Organizations need to have IT governance within a certain time frame or commonly referred to as an IT blueprint as a guideline for the organization's strategic planning in designing the needs, development and management of information systems and technology. Sekolah Tinggi Manajemen Informatika dan Komputer (STMIK) Muhammadiyah Paguyangan Brebes is a university that has the view that IS/IT strategic planning is a basic need that can be used to realize the vision and mission. The scope of this research is limited to the academic section (BAA) by dividing the main activities and supporting activities using the value chain, while the enterprise architecture methodology uses the Zachman framework which refers to the first line of the planner's perspective, the second line of the owner's perspective and the data, function and network columns. . This research produces a blueprint for information systems and technology that can be used as a reference in the development of information systems and technology in the 2021-2026 timeframe which has been tested with the results that it is feasible to apply in STMIK-MPB.

Kondisisaatinipengelolaan data santritermasukhafalansantri di ponpes Muhammadiyah Al-KautsarBumiayumasihmemakaicatatan manual bermaterialkertas yang rentanrusaksertahilang. Penelitianinimenggunakanmetodeeksperimen dan extreme programming sebagaipengembangansistem.Tahapanpenelitianinidibagimenjaditigayaitu :studipendahuluan, ekperimen, dan evaluasi. Tahapeksperimendilakukandenganmengacu pada pengembangansistemextreme programming. Abstract

 Electronic wallets are one of the most popular payment methods in Indonesia with the number of users increasing significantly in recent years, including DANA, GoPay, and LinkAja. Along with the increasing number of users, the need to analyze user opinions and comments on social media, especially on Twitter (X) is also increasing. This study uses an experimental method with data collection from Twitter (X) using data crawling techniques. The dataset used is 1,500 data with 1 attribute. This study aims to analyze user sentiment towards electronic wallets using the Naive Bayes Classifier algorithm with the Python programming language. The results of the study showed that DANA had a negative sentiment of 16.6%, a neutral sentiment of 9.0%, and a positive sentiment of 74.4%. Followed by GoPay with a negative sentiment of 9.4%, a neutral sentiment of 11.4%, and a positive sentiment of 79.2%. Meanwhile, LinkAja had the lowest negative sentiment of 8%, with a neutral sentiment of 12.2% and a positive sentiment of 79.8%. The implementation of the Naive Bayes Classifier algorithm achieved an accuracy rate of 72% for DANA, 88% for GoPay, and 88%, for LinkAja.

Abstract

Stunting is a condition in which toddlers have a shorter height compared to the normal growth standard for their age. Preventing stunting is crucial, as children with stunting are more vulnerable to illnesses, experience growth failure before the age of 12 months, and tend to have lower intellectual abilities. Stunting can be diagnosed even before birth by assessing the nutritional status of pregnant women. Pregnant women with poor nutritional status are at a higher risk of delivering babies with low birth weight (LBW), which in turn increases the risk of stunting. Diagnosing the nutritional status of pregnant women and the risk of giving birth to stunted children typically requires expert knowledge, such as that of midwives or obstetricians. Expert systems make it possible for pregnant women to receive real-time diagnoses without the need for direct consultations with healthcare professionals. Expert knowledge in identifying the nutritional status of pregnant women and indicators of stunting risk is stored in a knowledge base, which is translated into a computer-readable rule base in the form of IF-THEN statements. This process is known as knowledge acquisition. The accuracy of the rule base plays a crucial role in ensuring reliable diagnostic results. Decision Tree is one of the data mining algorithms used to generate rule bases. In this study, the Decision Tree algorithm is optimized using Grid Search as a knowledge acquisition technique to determine the rule base applied in the Stunting Prevention Expert System (SIPENTING). The system is Android-based and aims to help pregnant women better understand their nutritional needs. Testing and validation results show that the Decision Tree model achieved an accuracy of 86.3%.

Abstract

Lomba Kompetensi Siswa (LKS) merupakan ajang kompetensi yang bertujuan untuk mendapatkan siswa-siswi SMK terbaik dari seluruh Indonesia serta akan diikutsertakan pada kompetisi keahlian dan keterampilan tingkat internasional seperti Word Skill International Competition. LKS diawali seleksi di tingkat Kabupaten. SMK di Kabupaten Brebes merupakan SMK yang berada di bawah naungan Cabang Dinas Pendidikan Wilayah XI yang rutin berpartisipasi pada ajang LKS setiap tahunnya. Forum MGMP TKJ dan RPL sebagai panitia LKS Kabupaten Brebes membutuhkan dukungan kemitraan pihak eksternal baik akademisi maupun industri dalam melaksanakan ajang LKS seperti sarana prasarana yang sesuai dengan kebutuhan bidang lomba, soal-soal LKS dan proses penilaian hasil yang lebih objektif. Untuk mengatasi permasalahan tersebut tim PkM Universitas Muhammadiyah Brebes (UMBS) berkontribusi dengan memfasilitasi penyelenggaran LKS Kabupaten Brebes baik dalam bentuk sarana prasarana maupun sebagai dewan juri khususnya di bidang lomba web technologies. Penunjukan dewan juri disesuaikan dengan bidang keahlian dosen UMBS. Peran akademisi sebagai dewan juri diharapkan dapat menghasilkan soal LKS yang berkualitas sesuai perkembangan ilmu Information Technology khususnya bidang web technologies serta penilaian yang lebih objektif. Penetapan hasil terbaik akan diambil 3 juara, sedangkan untuk juara 1 dipilih sebagai perwakilan Kabupaten Brebes di ajang LKS tingkat Provinsi Jawa Tengah.

Abstract

Abstrak−Teknologi dimanfaatkan di setiap bidang tidak terkecuali di pemerintahan, dalam mewujudkan tata kelola yang baik pemerintahan memanfaatkan teknologi dalam pengolahan data atau hanya media informasi seperti menampilkan program kerja dan kegiatan pemerintahan, sementara pemanfaatan teknologi dalam proses pengelolaan pajak bumi dan bangunan di Kantor Desa Tambakserang masih manual menggunakan buku dan Microsoft Excel, Untuk mengatasi masalah ini, penelitian bertujuan membangun sistem informasi pengelolaan pajak bumi dan bangunan berbasis website dengan memanfaatkan framework laravel yang memiliki sintak ekspresif dan elegan, serta dirancang khusus untuk memudahkan dan mempercepat proses web development, framework ini juga sudah menggunakan model MVC (model view controller) dan memiliki lisensi open source. Metode penelitian yang digunakan yaitu metode research and development Model 4D (define, design, develop, disseminate), yang meliputi tahap definisi untuk analisis masalah dalam proses pengelolaan pajak bumi dan bangunan, selanjutnya tahap perancangan yaitu merencanakan sistem informasi yang akan dibuat dengan membuat desain sistem, tahap berikutnya pengembangan dengan mengimplementasikan desain sistem dan melakukan validasi ahli kemudian dilakukan uji coba fungsionalitas, terakhir tahap penyebarluasan yaitu memberikan evaluasi dari hasil validasi, dan uji coba fungsionalitas. Penelitian ini menghasilkan sistem informasi pajak bumi dan bangunan yang bisa menjadi alat bantu dalam pengelolaan pajak bumi dan bangunan di Desa Tambakserang, dengan hasil validasi ahli yang mencapai skor 86%, dan uji coba fungsionalitas dengan 3 responden yang hasilnya mencapai 84% sehingga bisa dikatakan bahwa sistem ini sudah layak digunakan.Kata Kunci: PBB, Web Development,  Model, View, Controller, Lisensi, Open Source, Research and Development, Framework, Define, Design, Develop, Disseminate, Laravel, Ekspresif, Elegan.

Abstract

Comparative research is a research method that compares two or more research objects to expand understanding of them. In this context, we compare the Certainty Factor method and the Dempster-Shafer method in diagnosing computer hardware damage. The Certainty Factor method measures an expert's confidence in the solution that will be provided. On the other hand, the Dempster-Shafer method is a useful theory in situations where uncertainty dominates. This research focuses on comparing the effectiveness of the two methods in detecting computer hardware damage. An experimental approach is used to look for causal relationships between variables controlled by the researcher. The research results show that the Certainty Factor method has an average success rate of 14.51%, while the Dempster-Shafer method reaches 84.27% in terms of error difference. From these results, it can be concluded that the Certainty Factor method is more effective in diagnosing computer hardware damage. Keywords: INISTA, journal, MS.Word template
