Junior high school students in Indonesia are expected to develop English productive skills, strong character values, and cultural awareness as part of the holistic educational vision outlined in the Merdeka Curriculum. However, students’ productive skills (speaking and writing skill) remain comparatively low and the existing English text-book used still not support for instilling the character values and local wisdom. This study aimed to identify the needs and specification of a project-based learning E-module integrated with character values and North Sumatra local wisdom in the teaching of productive skills. A mixed method design guided by CIPP-OEM framework employed in this study involving 30 students and one English teacher from a private school in Medan. The data gathered by document analysis, questionnaire, and semi-structured interview. The findings indicated limited opportunities for students to develop productive skills through meaningful, project-based, culturally responsive, and technology-enhanced learning. Existing instructional materials provided insufficient support for speaking and writing activities. It did not integrate North Sumatra local wisdom or explicit character values, lacked Project-Based Learning activities, and relied primarily on conventional assessment methods. Based on these findings, the specifications of the developed e-module were formulated as follows: content specifications, technology and multimedia specifications, learning model specifications, guide and scaffolding specifications, evaluation and assessment specifications, , and visual design specifications. This study has significant implications for instructional practices in EFL settings. By comprehending students’ preferences for English learning, teachers can adapt the instructional approach and material adhere to the students learning needs.
