Abstract

The issue of terrorism and separatism are common in recent years. Both problems can arisebecause of radical thinking that develops within a group. Moro Islamic Liberation Front(MILF) is one example of groups related to terrorism and separatism. The group wants toform its own state or independent from the Philippines, which then leads to conflictbetween the Philippines and MILF. The existence of cooperation that is established withseveral terrorist groups expose threats in the form of physical or thought. The PhilippineGovernment has issued several policies that are expected to resolve the conflict with theMILF. This study aims to understand how the policies undertaken by the Philippines inresolving conflicts with the MILF. This research uses constructivism paradigm andproblem solving theory with qualitative method. From the research that has been done, it isknown that the Philippines uses the method of hard approach and soft approach in order tosolve the problem. However, the soft approach method is more often used in terms ofnegotiation and mediation. This proves the Philippines has applied the value of democracyto deal with the problem.

Abstract

Indonesia is a potential country for terrorist acts and its funding, thus made FATF Reccomendations as a guide. It was reflected on the establishment of the Indonesian Financial Transaction Report and Analysis Center (INTRAC) in 2002 and joined The Egmont Group in 2004. The objective of this thesis is to understand the background of cooperation of INTRAC in The Egmont Group against terrorist financing. Through the concept of intersubjectivity in constructivism, this thesis provides descriptive analysis on the background of such cooperation. In addition, this thesis uses the concept of transgovernmental organization to explain the contribution of the cooperation, related to the countering terrorist financing. The result of this thesis shows intersubjectivity in The Egmont Group in form of similarities between FIU’s interest. Collective identity explains terrorist financing as a transnational crime and The Egmont Group as a organization of FIU cooperation in countering terrorist financing, while FATF Recommendations as a international norms. It shapes the interests of Indonesia in countering terrorist financing and implemented through the INTRAC membership in The Egmont Group, while the support of this cooperation is about capacity building through Egmont Plenary Meeting, Egmont Secure Web (ESW) and ISIL Project.

Abstract

In 2016, Abu Sayyaf Group (ASG) scored a new innovation in the field of kidnapping by abducting crews from sailing vessels around Southern Philippines sea. Then, the number of kidnapping with certain modus operandi increased. This study aims to determine factors that caused the increasing number of kidnappings at sea by the ASG in 2016. This study combines Martha Crenshaw’s Instrumental Terrorism approach (1988) that defines terrorism as a tool to fulfill the stated aim of a terrorist group with Peter Lehr’s Terrorist at Sea concept (2009) which stated that terrorist group often copies a tried-and-tested act by other group. This study uses literature study method through books, journals, reports and articles. Interview method with diplomats from the Ministry of Foreign Affairs of the Republic of Indonesia who were involved in the release of ASG’s hostages is also used to obtain supporting data. The result of this study is that three factors emerge as the cause of increasing number: the high probability in conducting the kidnappings; the comparison of gain and loss from the kidnappings, and the novelty behind the choice to kidnap. Other than that, ASG also conducted kidnappings at sea to reach its tactical aims in financial and recognition aspect, to maintain its sustainability, and to upgrade its social class among international terrorist network.

Abstract

Massive development of tourism accommodation in South Badung have caused water crisis indication which can threaten human security of local society. Water crisis indication is one of critical issue in environmental security. However, there is no joint effort between host government and hotel chain to overcome this problem. This research is aimed to explain why there is no joint effort between host government and hotel chain. This research uses Neo-Marxism and Human Security. Neo-Marxism explains the dependency of developing countries over developed countries investment through MNCs, including in tourism sector by hotel chain. Furthermore, Human Security is used to explain the effect of tourism development over water crisis indication as a serious threat for local society. The result of this research shows that politics and CSR preference are the causative factors. Although most of hotel chain’s CSR are charity that evoke skepticism, hotel chain should have been held responsible to help host government in overcoming water crisis indication in South Badung.Â
