Abstract

Digitalisasi sistem administrasi pemerintahan kampung menjadi kebutuhan mendesak dalam era transformasi digital, namun implementasinya di wilayah terpencil menghadapi berbagai tantangan kompleks. Pengabdian ini bertujuan menganalisis kondisi sistem administrasi sebelum digitalisasi, mendeskripsikan proses pelatihan Google Drive, dan mengidentifikasi hambatan implementasi di Kampung Traimelyan, Distrik Skanto, Kabupaten Keerom, Papua. Metode service learning digunakan melalui tahapan persiapan, pelaksanaan pelatihan praktis, dan evaluasi dengan pendekatan kualitatif menggunakan observasi partisipatif, wawancara mendalam, dan dokumentasi. Hasil menunjukkan kondisi awal sistem administrasi konvensional dengan keterbatasan kapasitas penyimpanan perangkat, tidak adanya backup data, dan kesulitan akses informasi. Pelatihan berhasil membekali aparatur dengan keterampilan menggunakan cloud storage untuk migrasi data, pengorganisasian folder, dan berbagi dokumen. Implementasi Google Drive menghasilkan peningkatan signifikan dalam efisiensi pengelolaan dokumen, aksesibilitas data real-time dari berbagai perangkat, dan keamanan informasi administrasi. Hambatan yang dihadapi mencakup koneksi internet tidak stabil, literasi digital rendah, dan kondisi geografis menantang. Program ini membuktikan digitalisasi di wilayah terpencil dapat terlaksana dengan pendekatan kontekstual, pendampingan intensif, dan pemanfaatan teknologi sederhana yang aplikatif. Keberlanjutan memerlukan dukungan infrastruktur, pendampingan lanjutan, dan replikasi model ke kampung lain.

Abstract

Penelitian ini melakukan analisis komparatif mendalam tentang implementasi prinsip good governance dan agenda reformasi birokrasi dalam kerangka otonomi daerah di Inggris, Australia, dan Indonesia. Dengan menggunakan pendekatan kualitatif melalui studi kasus komparatif, penelitian mengumpulkan data dari dokumen kebijakan, laporan resmi pemerintah, publikasi OECD dan Bank Dunia, serta artikel jurnal bereputasi terbitan 2019-2024. Temuan menunjukkan bahwa Inggris telah bergerak dari New Public Management menuju model Public Value Governance dengan fokus pada co-production dan social value, sementara Australia memelopori Digital-Era Governance melalui integrasi teknologi dan data terbuka. Indonesia menunjukkan kemajuan signifikan dalam kerangka regulasi namun menghadapi tantangan implementasi berupa kapasitas kelembagaan terbatas, budaya birokrasi patrimonial, dan fragmentasi kebijakan. Studi ini menyimpulkan bahwa pembelajaran kritis dari Inggris dan Australia khususnya dalam penguatan sistem akuntabilitas berbasis kinerja, pemanfaatan teknologi untuk transparansi, dan pendekatan kolaboratif dalam pelayanan publik dapat diadaptasi secara kontekstual untuk mempercepat reformasi birokrasi di Indonesia. Rekomendasi kebijakan difokuskan pada penguatan kapasitas kelembagaan daerah, integrasi sistem informasi berbasis data, dan penciptaan ekosistem akuntabilitas multipihak.

Abstract

This study investigated the characteristics of a conductive plastic based on root starch and CuSO4 filler. The mixture variation was (95:5)%; (90:10)%; (85:15)%; (80:20)% and (75:25)%. Glycerol is used to change the material as desired (plasticizer) which is called a plasticizer. The method used in the manufacture of this material is melt intercalation. Mechanical testing includes tensile strength (tensile strength) and elongation at break. Thermal testing was done using DTA (Differential Thermal Analysis) and material conductivity testing. The characterization results showed that the optimum starch composition: CuSO4 (75:25)% had a conductivity value of 7.3 x 10-2S.m-1, a thermal test value of 410ºC. The optimum tensile strength value occurs in the composition (80:20)% with a value of 4.606 MPa

Abstract

The rapid growth of social media has changed how public opinion forms and evaluates government policies, often through provocative content that spreads quickly and creates strong emotional reactions. This systematic literature review examines how such provocation causes shifts in public opinion, especially in non-election periods and emerging democracies. The study uses the Preferred Reporting Items for Systematic Reviews and Meta-Analyses (PRISMA) framework to analyze 25 high-quality studies published between 2021 and 2025, selected from 309 initial records across several databases. Results show that social media provocation has a moderate to large effect on opinion shifts, with negative sentiment toward government policies appearing in more than half of cases. Opinion changes follow three clear temporal phases within 72 hours: initial exposure, social amplification, and crystallization. TikTok and Twitter display the highest levels of provocation, while digital literacy strongly reduces individual vulnerability. These findings highlight the need for proactive digital governance and faster government responses. Current regulations and reactive strategies are often too slow to counter rapid provocation. The review recommends building strong media literacy programs, creating early-warning systems, and adjusting platform algorithms to limit outrage-driven content in order to protect democratic stability in the digital age.

Abstract

This community service program aimed to improve the competition readiness of the FISIP Cenderawasih University Women’s Futsal Team through integrated technical, managerial, and psychological assistance. The initial assessment showed that the athletes’ average technical score was 66.1, management knowledge among team administrators was 49.6, and mental readiness was 64.2%. The program used a Participatory Action Research approach consisting of diagnosis, action planning and implementation, observation, and reflection involving 16 athletes, 2 coaches, and 5 administrators. The intervention was conducted from January to February 2026 through structured technical drills, tactical simulations, team management workshops, and mental strengthening sessions. The outcomes showed measurable improvement: the average technical score increased to 85.5 (up 29.4%), managerial knowledge rose to 85.2 (up 71.8%), and mental readiness reached 90.1% (up 40.3%). Tactical understanding also improved, indicated by 93.8% of athletes being able to apply team formations correctly and a 71% reduction in positional errors during match simulations. The team subsequently reached the final of the AAFI Series 1 Ramadhan Cup and won second place. The novelty of this program lies in the integration of technical, managerial, and mental assistance within one short-cycle mentoring model for women’s university futsal.
