Abstract

This study aims to evaluate the adaptive capacity of the Bandung City and Bandung Regency governments in facing the seismic risk of the Lembang Fault through the lens of organizational learning theory. This research employs a qualitative approach with a comparative case study design. Data were gathered through in-depth interviews with key stakeholders and a critical analysis of local policy documents. The findings reveal a sharp discrepancy between the availability of geological scientific data and the implementation of local policies. Local governments in both regions are trapped in ritualistic-administrative "single-loop learning," where disaster mitigation is performed as a routine formality without shifting the spatial planning paradigm. Institutional inertia is driven by the dominance of economic-political interests in risk zones, regulatory voids, and fragmented coordination. This article proposes a Risk-Informed Governance model as a solution to break institutional inertia. The originality of this research lies in its deconstruction of internal bureaucratic dynamics and political-managerial barriers, which have been largely overlooked in the disaster mitigation literature, dominated by technical and geological aspects.
