Abstract

Perubahan sosial merupakan realitas yang tidak bisa dihindari oleh suatu masyarakat, termasuk masyarakat yang ada di perdesaan. Banyak faktor yang mempengaruhi perubahan sosial, salah satunya yaitu adanya pembangunan perumahan yang berada di lingkungan perdesaan yang secara langsung tidak hanya memungkinkan masyarakat luar untuk datang dan bertempat tinggal di desa tersebut, tetapi juga nilai-nilai dari luar yang dibawa masyarakat pendatang akan masuk dan berakulturasi dengan nilai-nilai lokal setempat yang berimplikasi merubah struktur sosial yang ada. Tujuan penelitian ini untuk mengkaji bagaimana dampak pembangunan perumahan terhadap perubahan sosial masyarakat yang ada di Desa Jayamekar Kabupaten Bandung Barat. Penelitian ini menggunakan pendekatan kualitatif, pengumpulan data melalui wawancara dan observasi. Teknik analisis data dilakukan melalui reduksi data, penyajian data, penafsiran data dan penarikan kesimpulan. Hasil penelitian menunjukan bahwa perubahan sosial yang ada di Desa Jayamekar Kabupaten Bandung Barat dikelompokan kepada 2 (dua) pokok perubahan utama, yaitu: Pertama, perubahan pola pikir yang mana masyarakat menerima nilai-nilai baru yang berasal dari luar seperti cara berfikir logis dan orientasi berfikir kepada masa depan. Kedua, perubahan pola tindak yang mana masyarakat bersikap menerima kehadiran masyarakat pendatang dan melakukan interaksi sosial dalam berbagai bentuk aspek kehidupan. Perubahan tersebut tidak hanya membawa damak positif, tetapi juga membawa dampak negatif seperti turunnya nilai kepedulian sosial dan memunculkan sikap individualistis.

Abstract

Struktur pemerintahan desa tradisional di Kabupaten Sumedang menempatkan kokolot bagian dari pemerintah desa yang bertugas sebagai penghubung antara pemerintah desa dengan masyarakat. Namun adanya aturan penyeragaman struktur pemerintahan desa secara nasional menempatkan kokolot menjadi pihak eksternal dari pemerintah desa. Meskipun demikian, dalam praktiknya kokolot masih memiliki peran secara informal dalam proses pembangunan desa. Atas dasar tersebut maka artikel ini ditujukan untuk menggambarkan seperti apa peran kokolot dalam proses pembangunan desa saat ini. Penelitian ini menggunakan metode penelitian kualitatif, pengumpulan data dilakukan melalui observasi, wawancara dan studi literatur. Teknik analisis data dilakukan melalui reduksi data, penyajian data, penafsiran data dan penarikan kesimpulan. Hasil penelitian menunjukan bahwa masyarakat masih memberikan kepercayaan kepadakokolot untuk berperan sebagai artikulator kepentingan dan tuntutan masyarakat dalam pembangunan desa, sedangkan pemerintah desa memberikan peran kepada kokolot sebagai figur penggerak partisipasi masyarakat dalam pembangunan desa. Kokolot juga berperan sebagai penengah konflik saat terjadi perbedaan atau pertentangan baik antara aparatur pemerintah desa dengan masyarakat maupun antar sesama masyarakat dalam pelaksanaan pembangunan desa.

Abstract

Coronavirus becomes a pandemic disease faced by more than two hundred countries that impacts multi-dimensional aspects, the various policy is carried out as an effort to tackle the coronavirus, it is polarized into 2 (two) policy, namely lockdown and social distancing. Indonesia as a country infected by the coronavirus does the same thing, but empirically the policy taken is debated. On the one hand, the central government sets social distancing policy, on the other hand, some regional governments set local-scale lockdown policy. This article uses a qualitative approach with a descriptive analysis method, the data sources in this study are based on two sources both the primary data obtained through focused observations in the Bandung City and literature studies of various documents that relevant to the coronavirus topic. The results revealed that the driving factors.The inhibiting factors in the implementation of social distancing policy consist of 3 (three), namely: First, the capacity of the organization both at the central government level and the regional government level. Second, the different strategies implemented by the government in which the central government implements a social distancing policy strategy, while the regional governments implement a lockdown policy strategy. Third, community obedience where there are still many people who violate social distancing policy.Keywords: Coronavirus, COVID-19, lockdown, social distancing, policy

Abstract

The commitment of the government in realizing village autonomy is realized by giving local-participatory development authority to the village. But in practice, the authority granted has been used by some village heads for corruption. On the basis of these problems, this article is intended to examine the causes of village heads to behave corruptly in the village development. This study uses a qualitative research method with an explorative approach, collecting data through observation and literature study. Data analysis techniques are carried out through data reduction, data presentation and conclusion. The results showed that the corrupt behaviour of the village head is caused by 3 (three) factors, namely: First, the regulatory factor in which the Villages Law gives a large development authority to the village government so that the position of the village head becomes a village-level central leader who monopolizes village development, coupled with the absence of village-level institutions that face-to-face to balances and controls the village head. Second, the personal factors of the village head such as the insistence of economic needs, greed, low integrity and morality as well as demands for political promises. Third, community factors in which there is no clear regulation/mechanism on how the community conducts monitoring and what indicators can be used as a reference by the community to assess the performance of the village head so that it has implications for the low level of community control over the village head. These three factors contributed greatly to the corrupt behaviour of village heads in village development.

Abstract

Tatanan normal baru merupakan kebijakan pemerintah dalam upaya keberlanjutan kegiatan masyarakat yang aman dari penyebaran COVID-19, masyarakat diharuskan mematuhi protokol kesehatan dalam menyelenggarakan kehidupan sosial kemasyarakatan. Implikasinya yaitu tuntutan bagi masyarakat untuk mengubah pola interaksi dalam kehidupan sosial kemasyarakatan yang selama ini ada. Didasarkan kepada pemahaman tersebut, artikel ini ditujukan untuk menggambarkan tatanan normal baru dalam kehidupan sosial kemasyarakatan serta tantangan apa yang muncul dalam penerapan tatanan normal baru tersebut. Metode yang digunakan dalam penulisan artikel ini yaitu metode analisis deskriptif dengan pendekatan kualitatif, data diperoleh melalui pengumpulan data sekunder yang terdiri dari buku, artikel jurnal, peraturan perundangan dan laman web. Teknik analisis data meliputi reduksi data, penyajian data dan penarikan kesimpulan. Hasil penelitian menunjukan bahwa perubahan dalam tatanan normal baru terkait kepada interaksi individu dengan lingkungannya yang terdiri dari lingkungan keluarga, lingkungan kerabat, lingkungan tempat kerja, lingkungan tempat pemenuhan kebutuhan pokok dan lingkungan tempat hiburan. Dalam konteks lingkungan keluarga setiap anggota keluarga harus mempraktekan tatanan normal baru dengan menerapkan perilaku hidup sehat dan bersih di dalam rumah, dalam konteks interaksi sosial diorientasikan kepada interaksi yang menjaga jarak dan menggunakan masker mulut. Tantangan yang muncul menyangkut kepada 3 (tiga) hal yaitu isi kebijakan, para pelaksana dan kelompok sasaran.

Abstract

The West Java Provincial Government issued a New Life Adaptation (AKB) policy in response to the implementation of a ‘new normal’ that will be implemented in the cities and districts among West Java Province. Conceptually this AKB policy needs to be assessed whether the substance is in line with the guidelines from the World Health Organization (WHO) and the Government or is a new and different concept? Empirically what issues and opportunities arise when the AKB policy is implemented?. This research uses a qualitative approach with descriptive methods, data collection is taken from secondary sources in the form of government reports, books, journals and other relevant sources. The results revealed that the AKB policy was substantially the adoption of the the new normal guidelines from the World Health Organization (WHO) and the Government. The issue that arises empirically is how the implementation of the AKB policy can minimize the spread of COVID-19 in line with the sustainability of community activities. Efforts to be made by the West Java Provincial Government in the future are to synergize AKB policy at the provincial level with AKB policy at the city and district level, as well as educating and disseminating information about COVID-9 and AKB Policy to the public.

Abstract

Seiring dengan perkembangan teknologi informasi, beberapa desa di Indonesia mulai mengembangkan smart village. Namun, dalam praktiknya belum ada satu kesepahaman mengenai elemen dari smart village, sehingga menimbulkan interpretasi yang berbeda-beda mengenai konsep smart village. Oleh karena itu, artikel ini bertujuan untuk mengembangkan konsep smart village bagi desa-desa di Indonesia. Metode yang digunakan dalam penelitian ini adalah model-building method yang membangun pemahaman konseptual mengenai suatu fenomena empiris. Hasil penelitian menunjukkan bahwa terdapat 3 (tiga) elemen pokok smart village, yakni smart government, smart community dan smart environment. Ketiga elemen itu menjadi dasar untuk mencapai tujuan pengembangan smart village berupa “smart relationship” yakni keterjalinan konstruktif yang muncul dari relasi ketiga elemen smart village tersebut. Dengan demikian, sinergisitas yang berbasis pemanfaatan teknologi informasi akan mampu meningkatkan kesejahteraan masyarakat desa.

Abstract

COVID-19 is a pandemic disease that has infected many cities in Indonesia, the impact caused by the spread of COVID-19 involves many aspects including economic, social, cultural, tourism and many more. Based on the problems mentioned above, this article is intended to describe the impact of COVID-19 on tourism in the city of Bandung which is one of the tourism city in the province of West Java, this article is also intended to recommend what policy should be made by the government of the Bandung City to restore tourism to the condition before the COVID-19 outbreak. This study uses a model building method with a descriptive analysis approach. The results revealed that tourism is one of the sectors most affected by the COVID-19 outbreak in the city of Bandung, efforts to restore tourism from COVID-19 must be comprehensive and sustainable. Bandung City Government and tourism entrepreneurs are demanded to carry out communication and coordination to develop tourism recovery policy instruments which include internal recovery efforts such as disaster management, organizational capacity building and external recovery efforts such as tourism relaxation policy and tourism promotion. Abstract

Village tourism is an alternative form of tourism that presents the beauty of nature, social life and culture, it offers direct interaction with the local community as a form of tourist attraction offered. However, in practice, community is not fully involved in the process of village tourism development hence the community is not benefited from the village tourism. On the basis of existing problems, this article is intended to explain the importance of community involvement in village tourism development. This research is a qualitative study using a library research approach. The results show that the village tourism will be going to succeed if the community is being involved in the whole process. The community should be placed into 2 (two) roles at once, namely the community as the subject that has the right to determine the direction of village tourism development. Secondly, the community as an object where the goal of increasing community welfare is a priority in the village tourism development.Keywords: Village Tourism, Community, Empowerment, Development.

Abstract

The outbreak of COVID-19 that hit the world gave rise to new terminology in the community, namely lockdown and social distancing. Both of these terms refer to the efforts made by the government in tackling COVID-19. Social distancing is a government policy that is built based on a reductive effort towards the spread of disease in an area which has implications for the limitation of activities of the population with the consequence of the government's obligation to set policy instruments for determining the spatial pattern of activity of each population. Lockdown is a government policy that is built on the condition of spreading of the disease that has spread widely in an area which has implications for systematic population restrictions in the region with the consequence of the government's obligation to set policy instruments for the survival of the population. Based on this understanding, the government's position in the context of social distancing policy acts as a regulator and determinant of the activities of the population which within certain limits the population still has access to livelihoods, while the government's position in the context of the lockdown policy acts as a controller and guarantor of the survival of the population due to the loss of population access to independent survival
