Abstract

Face identification has been widely applied this time, such as security on gadgets, smart home security, and others. Face dominates as a biometric which is most increase in the next few years. Face is used for biometric identification which is considered successful among several other types of biometrics and accurate results. Face recognition utilizes facial features for security purposes. The classification method in this paper is K-nearest Neighbor (KNN). The K-Nearest Neighbor algorithm uses neighborhood classification as the predictive value of a good instance value. K-NN includes an instance-based learning group. This paper developed face identification using Principal Component Analysis (PCA) or eigenface extraction methods. The stages of face identification research using the KNN method are pre-processing in the input image. Preprocessing used in this research are contrass stretching, grayscale, and segmentation used haar cascade. This research is registered 30 people, each person had 3 images used for training and 2 images used for testing. The results obtained from several trials of k values are as follows. Experiments with a value of k=1 get the best accuracy, namely 81%, k=2 get 53% accuracy, and k=3 get 45% accuracy.

Abstract

Pembentukan kebijakan visa rumah kedua oleh Direktorat Jendral Imigrasi Kementrian Hukum dan HAM dalam rangka memperbaiki perekonomian negara pasca adanya covid-19 menjadi isu terbaru dalam bidang keimigrasian. Oleh sebab itu, studi ini bertujuan untuk mengkaji pengaturan mengenai penanaman modal asing berdasarkan hukum positif Indonesia serta untuk mengetahui pengaturan mengenai visa rumah kedua bagi penanam modal asing di Indonesia. Studi ini menggunakan penelitian yuridis normatif dengan pendekatan Perundang-Undangan, dan Pendekatan Perbandingan. Hasil studi menunjukkan kepastian hukum bagi WNA yang hendak berinvestasi dengan kebijakan terbaru Visa Rumah Kedua, pada dasarnya saat ini belum ditemukan dalam Peraturan khusus yang mengatur terkait hal ini sehingga kurang dapat memberi kepastian hukum bagi WNA, sebab dalam hal ini surat edaran hanyalah sebatas surat dinas yang isinya mengenai pemberitahuan terhadap sesuatu hal yang dianggap mendesak sehingga tidak dapat dikategorikan sebagai salah satu klaster peraturan perundang-undangan. ABSTRACT The establishment of a second home visa policy by the Directorate General of Immigration at the Ministry of Law and Human Rights in order to improve the country's economy after the outbreak of Covid-19 has become the latest issue in the field of immigration. Therefore, this study aims to examine arrangements regarding foreign investment based on Indonesian positive law and to find out arrangements regarding second home visas for foreign investors in Indonesia. This study uses a normative juridical research method with a Statuate approach, and a comparative approach. The results of the study show legal certainty for foreigners who want to invest with the latest second home visa policy, basically at this time there is no specific law that regulates this matter so that it is less able to provide legal certainty for foreigners, because in this case circulars are only limited to official letters the contents of which are notifications of matters deemed urgent so that they cannot be categorized as one of the clusters of laws and regulations.
