Abstract

The Tourism Service Business is one of the business units managed in the production unit at BLUD SMKN 27 Jakarta which implements teaching factory-based learning. SMKN 27 Jakarta has implemented the BLUD policy in the management of production units since 2019. Based on the results of the policy eval_uation using the eval_uation criteria of effectiveness, efficiency, adequacy, equity, responsiveness and accuracy from William N. Dunn, the policy performance of the business units of the Student Service Business expertise group did not achieve its goals because the production capacity and development of service products in ULW did not run optimally and did not cover all expertise competencies. The management of BLUD SMKN 27 Jakarta as the driving force of institutional work needs to conduct a review to adjust the implementation of curricula that optimize the utilization of facilities and infrastructure in ULW business units for learning practices that can produce products and services that have a selling value according to the target market and business implementation must be operational and oriented, providing financial benefits for welfare and reinvestment for schools and, Developing a strategic plan for the development of school programs should include optimizing production capacity, competencies and expertise of students and teachers who must be involved in the production process.

Abstract

Legalization of Apostille, hereinafter referred to as Apostille, is the act of certifying the signature of an official, the ratification of a stamp, and/or the official seal in the requested document based on verification. Based on Presidential Regulation Number 2 of 2021 dated January 4, 2021, concerning the Ratification of the Convention Abolishing the Requirement of Legalisation for Foreign Public Documents, and the Regulation of the Minister of Law and Human Rights Number 6 of 2022 dated January 21, 2022, concerning Apostille Legalization Services in Public Documents, this regulation emphasizes changes in the legalization process. The convention simplifies the legalization procedure by certifying document signatures in member states through Apostille documents issued by the Competent Authority. In Indonesia, the Competent Authority appointed is the Ministry of Law and Human Rights of the Republic of Indonesia, specifically the Directorate General of General Legal Administration. The Apostille Convention was motivated by the previously multi-layered legalization process at various levels, which typically took more than 14 working days and involved additional costs at each stage. This study aims to determine the implementation of the Apostille service policy in Indonesia and the factors influencing its implementation. The research employs a qualitative descriptive method, collecting primary data through interviews and secondary data through literature studies and documentation. The findings conclude that the implementation of the Apostille service in Indonesia has been successfully carried out, as evidenced by a total of 154,891 applicants since the Apostille Service was officially launched on June 14, 2022. However, the Apostille service still faces several obstacles in practice. More intensive socialization efforts and stronger support from relevant stakeholders are needed to ensure the continued success of this Apostille service.

Abstract

This research aims to analyze the factors influencing the Deviation Indicator Page III of the Budget Implementation Document (DIPA) policy by using the Budget Implementation Performance Indicator (IKPA) at Level 1 Work Units of the Ministry of Foreign Affairs. The implementation of IKPA is expected to encourage improvements in financial management accountability through increased compliance of Ministry/Agency Work Units with budget implementation regulations. The research locus is the Level 1 Work Units of the Ministry of Foreign Affairs during the 2023 period. The research data is sourced from secondary data. The results of the research indicate that staff mutations, competency, and leadership commitment influence the accuracy of the Budget Realization Report (RPD) as measured through the Deviation Indicator Page III of DIPA.

Abstract

Some countries have enjoyed the adoption of Participatory Budgeting (PB) with real impact. In Brazil, Participatory Budgeting increases local revenues; in New York there is a change in budget allocation based on demand; whilst in the Czech Republic, Participatory Budgeting has succeeded in increasing the number of general election participants. Participatory Budgeting has created opportunities for citizens to be involved, educated and empowered. It helps increase transparency and has the potential to reduce government inefficiency and corruption. However, participatory budgeting in Indonesia encounters problems regarding the low participation rate amongst people with low incomes, making it only a formality. This study was conducted in order to see how Indonesia may take lessons from the experiences of other countries in the world that have implemented Participatory Budgeting.  It can be concluded that the level of public participation in the Participatory Budgeting process is a key factor in learning from the implementation of Participatory Budgeting in countries across America, Europe, Asia and Africa. By increasing the role of Non-Government Organizations (NGOs), we may find that community political awareness and involvement in Participatory Budgeting is encouraged.
