Permasalahan stunting masih tergolong tinggi sebagai isu kesehatan anak di Kabupaten Kupang, khususnya di Desa Sillu. Tujuan penelitian ini adalah untuk menggali penerapan konsep civic equality sebagai pendekatan strategis dalam penanggulangan stunting di Desa Sillu, dengan fokus pada aspek akses, partisipasi, serta pemberdayaan masyarakat. Metode yang digunakan dalam penelitian ini adalah pendekatan kualitatif deskriptif dengan melibatkan 25 informan yang terdiri atas ibu rumah tangga, kader posyandu, tenaga kesehatan, dan kepala desa. Proses pengumpulan data dilakukan melalui wawancara semi-terstruktur, observasi lapangan, serta studi dokumentasi. Data yang diperoleh kemudian dianalisis melalui identifikasi pola makna yang muncul dari narasi para informan. Temuan penelitian mengindikasikan bahwa pemerataan akses terhadap informasi dan layanan kesehatan belum optimal, tingkat partisipasi masyarakat masih rendah, serta kapasitas kader posyandu masih terbatas sehingga menghambat implementasi prinsip civic equality. Faktor sosial budaya, kondisi ekonomi, dan tingkat kesadaran masyarakat juga turut memengaruhi efektivitas pelaksanaan program. Penelitian ini menyimpulkan bahwa penerapan prinsip civic equality melalui peningkatan partisipasi, pemerataan layanan, dan penguatan pemberdayaan masyarakat berpotensi memberikan kontribusi nyata terhadap penurunan angka stunting secara berkelanjutan di Desa Sillu.  The issue of stunting remains relatively high as a child health concern in Kupang Regency, particularly in Sillu Village. This study aims to explore the implementation of the concept of civic equality as a strategic approach to addressing stunting in Sillu Village, with a focus on access, participation, and community empowerment. The research employs a descriptive qualitative approach involving 25 informants, consisting of housewives, posyandu (integrated health service post) cadres, health workers, and the village head. Data were collected through semi-structured interviews, field observations, and document analysis. The collected data were then analyzed by identifying patterns of meaning emerging from the informants’ narratives. The findings indicate that equitable access to information and health services has not yet been optimal, community participation remains low, and the capacity of posyandu cadres is still limited, thereby hindering the implementation of civic equality principles. Socio-cultural factors, economic conditions, and the level of public awareness also influence the effectiveness of program implementation. This study concludes that the application of civic equality principles through increased participation, equitable service distribution, and strengthened community empowerment has the potential to make a significant contribution to the sustainable reduction of stunting rates in Sillu Village.
