Abstract

Kinerja merupakan hasil kerja yang dicapai oleh seseorang atau kelompok dalam organisasi dilihat dari kualitas dan kuantitas pekerjaan yang dilakukan. Kabupaten Timor Tengah Utara mengalami permaslahan yang sangat kompleks berkaitan dengan tingkat pertumbuhan penduduk yang tidak merata dari berbagai aspek seperti ekonomi, pendidikan, kesehatan, sosial politik dan lain-lain. untuk mengatasi permasalahan kependudukan tersebut pemerintah Kabupaten TTU berupaya mengatasinya dengan melaksanakan program KB. untuk mendukung program tersebut diperlukan kinerja yang baik dari penyuluh KB. Kinerja penyuluh KB pada BP2KB TTU belum optimal karena belum memadai dana operasional lapangan dan pelaksanaan tugas penyuluh oleh PPLKB belum tepat waktu, namun kekurangan tersebut masih ditopang oleh aspek-aspek yang mendukung antara lain tersedianya fasilitas yang memadai, adanya kerjasama yang baik.

Abstract

Cultural literacy is needed as an element of development in development administration. Values in culture, especially village communities have long been a factor forming social structures in the village and are able to play a role in maintaining the preservation of environmental ecosystems. However, cultural problems in the village have long existed before the government's cultural development policies were implemented. The purpose of this paper provides a broader space to translate village culture to the lowest level into the development process because villages in the context of modernization have a vulnerability to traditions that have been carried out for generations. The research uses library research. The results of the discussion show that communication and interaction within the family contribute to strengthening local language culture and habits that are taught from generation to next generation. Culture formed by families is able to filter out social change. In addition, the diversity of cultures in the village has become a unique opportunity for the consistency of cultural development with a tolerance base amid the swift capitalism / modernization that has a universal cultural impact. Thus, these two aspects are steps in the people center development to be considered in cultural development in the village.

Abstract

Tujuan dari penelitian ini adalah untuk menganalisis secara mendalam efektivitas pengelolaan lahan kering melalui program-program pengentasan kemiskinan diantaranya program Sari Tani di Kabupaten TTU. Metode yang digunakan dalam penelitian ini adalah metode kualitatif dengan pendekatan eksploratif. Hasil penelitian menunjukkan bahwa : Mekanisme pelaksanaan yang telah direncanakan oleh BPMPD tidak maksimal diimplementasikan dikarenakan terkendala beberapa hal diantaranya; kurangnya kesadaran penerima manfaat dalam mengembalikan dana Sari Tani untuk digulirkan kembali. Implementor kebijakan Program Desa Mandiri Cinta Petani kurang profesional dalam mengimplementasikan program Sari Tani karena kurang memberikan sosialisasi mengenai Program tersebut sehingga banyak masyarakat takut dalam menggunakan Dana Sari Tani tersebut. Indikator pencapaian yang ditargetkan tidak dilakukan dengan baik dan benar. Hal ini ditunjukkan dengan penerima manfaat tidak memahami tujuan pengelolaan dana Sari Tani secara baik, dan kelompok penerima sasaran belum maksimal menerapkan pengetahuan dan ketrampilan sesuai usaha tani yang di kembangkan.

Abstract

The post-Pilkades conflict in Wederok Village, Weliman Sub-District, Malaka Regency is still ongoing. conflict resolution through formal institutions leaves a new problem. The purpose of this study is to offer a social capital-based conflict resolution. The research method used is descriptive. The results of the study indicate that the mediation efforts undertaken have not touched the essence of the source of conflict. The recommended conflict resolution effort is the Deliberative conflict resolution model "Maun-Alin". The purpose of this concept is to resolve the conflict by using the Deliberative model, where every citizen without the intervention of the government or customary institutions conveys the contents of his conscience, through the spirit of public space discourse.

Abstract

This research begins with the phenomenon of farmers in North Central Timor Regency who apply local wisdom in corn farming ritual activities as a belief inherited from their ancestors who believe they have the power to rely on natural spirits as guardians of the nature where they live, including in guarding the corn farming that is being carried out. This research aims to determine the description of the local wisdom model of rituals held by farmers in corn farming. Sampling was carried out among corn farmers using the technique: first, determining key informants using Snowball Sampling as many as 7 people. Second, the determination of informants was carried out purposively, aimed at 10 figures related to corn farming, so the total number of respondents was 17 people. Primary data was collected using a questionnaire guide, in-depth interviews (FGD) and secondary data was obtained from the Agriculture Service, BPS and related agencies. The results of the analysis show that the local wisdom model for changing farmer behavior has not worked optimally. And farmers in general are aware that the rituals of corn farming activities are carried out in accordance with their beliefs and beliefs and have been carried out for generations taking into account the farming cycle they have and greatly influence changes in farmers' behavior in corn farming. Harmonious farmer relations in carrying out corn farming rituals are currently being carried out but in certain parts it has not yet gone as expected, namely the Tapoen Fini ritual (Removing Seeds), Pen Sufa' (Time for Corn to Flower), Tah Fe'u (new food), T 'sek Pena (Breaking Corn), Takbu' Pena (harvesting corn), Tsef Pena smanaf (Opening the Spirit of Corn), T'hab nin (preparation for storage), Ta sae be noe Lopo (putting into Lopo).
