Abstract

Covid-19 data governance has reached the stage of integrating data into one covid data using ‘Bersatu Lawan Covid’ (BLC) application or the website https://data.covid19.go.id. However, there are many obstacles in its implementation, such as data that is not fully integrated, slow delivery of data from users, user data is not updated, and lack of human resources for data entry. On the other hand, compared to other countries, Indonesia has a low PCR test rate. This paper focuses on finding challenges in the covid-19 data governance mechanism that has been integrated in the BLC application. This type of research is qualitative research, with primary and secondary data collection. Researchers interviewed the public communication sector of the COVID-19 response task force. The results show that the procedural mechanism challenge was to equalize regional and central Covid-19 data by intensifying socialization and mentoring as well as fulfilling human, financial and supporting resources. Meanwhile, the challenge of the relationship mechanism is to grow the willingness of users to report actively every second of the progress of Covid-19 data. We can improvement with  strengthening socialization, training, coordination, and fulfilling data entry personnel.

Abstract

Penerapan e-government telah dilakukan di banyak negara namun hasilnya bervariatif karena kondisi tingkat e-readiness yang berbeda-beda. Di Indonesia banyak kegagalan penerapan e-government karena pemerintah tidak mengetahui tingkat e-readiness dan hanya mengikuti tren yang berkembang. Konsep e-readiness ini hadir karena masih banyak kegagalan e-government terutama di negara-negara berkembang. Dengan menilai e-readiness pemerintah dapat menilai tahap kesiapannya, memanfaatkan peluang TIK dan mengevaluasi penerapan e-government serta dapat merumuskan kebijakan yang tepat. Penelitian ini dilakukan dengan menggunakan studi literatur dan menilai model-model penilaian e-readiness yang paling sesuai dengan karakteristik obyek penelitian. Hasilnya dirumuskan model framework STOPE+Anggaran yang terdiri atas Strategi, Teknologi, Organisasi, People, Environment dan Budget merupakan model yang paling tepat untuk menilai e-readiness pemerintah. Framewok STOPE dipilih karena merupakan pendekatan yang paling komprehensif dan dapat dimodifikasi sesuai dengan kebutuhan pengguna. Modifikasi dengan menambahkan e-readiness anggaran sebagai domain utama merupakan hal yang sangat penting karena masalah utama penerapan e-government di negara berkembang adalah kesiapan anggaran.

Abstract

Many local goverment in Indonesia faces challenges in implementing the Smart City program due to limited technology, infrastructure and human resources. This research aims to analyze inhibiting factors and provide suggestions for increasing government technology readiness (e-readiness) towards a Smart City. The locus of research is Balangan Regency, South Kalimantan. The research method involves interviews and observations of relevant Stakeholders. Data was collected from interviews with high-ranking government and community officials, as well as observations of infrastructure and technology services in Balangan Regency. The research results show that limited internet services, inadequate hardware and software infrastructure, limited budget, and lack of competent human resources are the main obstacles. These factors are influenced by geographic constraints, budget priorities, and lack of public awareness of the importance of technology. To overcome this, it is recommended that the government collaborate with the private sector, increase budget allocations, provide training to human resources, and carry out regular monitoring and evaluation of community readiness. In conclusion, efforts to increase government technology readiness towards a Smart city in Balangan Regency require collaboration between the government, private sector and society, as well as increased investment in infrastructure and human resources.
