Abstract

Covid-19 data governance has reached the stage of integrating data into one covid data using ‘Bersatu Lawan Covid’ (BLC) application or the website https://data.covid19.go.id. However, there are many obstacles in its implementation, such as data that is not fully integrated, slow delivery of data from users, user data is not updated, and lack of human resources for data entry. On the other hand, compared to other countries, Indonesia has a low PCR test rate. This paper focuses on finding challenges in the covid-19 data governance mechanism that has been integrated in the BLC application. This type of research is qualitative research, with primary and secondary data collection. Researchers interviewed the public communication sector of the COVID-19 response task force. The results show that the procedural mechanism challenge was to equalize regional and central Covid-19 data by intensifying socialization and mentoring as well as fulfilling human, financial and supporting resources. Meanwhile, the challenge of the relationship mechanism is to grow the willingness of users to report actively every second of the progress of Covid-19 data. We can improvement with  strengthening socialization, training, coordination, and fulfilling data entry personnel.

Abstract

Pandemi covid-19 membuat pemerintah menerapkan kebijakan pembatasan sosial berskala besar, sehingga aktivitas masyarakat lebih banyak dihabiskan didalam rumah. Salah satu kegaiatan berbelanja yang dapat dilakukan secara offline dengan berkunjung langsung ke pusat perbelanjaan, menjadi berubah hanya melalui platform penjualan online yang didukung dengan perubahan zaman diimbangi peningkatan teknologi. Perubahan perilaku masyarakat yang gemar berbelanja online membawa dampak pada menurunnya pendapatan pedagang yang berjualan secara offline setelah pandemi usai, seperti yang terjadi di Pasat Turi Baru. Maka diperlukan manajemen strategi khususnya yang dibuat oleh divisi komunikasi pemasaran di Pasar Turi Baru untuk peningkatan pengunjung. Metode yang digunakan dalam penelitian ini adalah metode kualitatif dengan pendekatan fenomenologi, teknik informan yang dipilih adalah teknik purposive. Teori yang digunakan menggunakan teori manajemen strategi oleh Wheelen dan Hunger meliputi pemindaian lingkungan, perumusan strategi, implementasi strrategi dan evaluasi strategi. Strategi yang dilakukan oleh divisi komunikasi pemasaran sudah berjalan dengan baik dilihat dari traffic pengunjung dalam setahun meningkat melalui berbagai program kerja, namun masih ditemukan kekurangan yang perlu diperbaiki seperti tidak hanya event yang berfokus pada ibu dan anak tetapi juga berupaya membuat event menarik untuk anak-anak muda. The covid-19 pandemic has made the government implement a large-scale social restriction policy, so that people's activities are spent more at home. One of the shopping activities that can be done offline by visiting shopping centers directly, has changed only through online sales platforms supported by changing times balanced with technological improvements. Changes in people's behavior who like to shop online have an impact on the decline in income of traders who sell offline after the pandemic is over, as happened in Pasat Turi Baru. So it is necessary to manage strategies, especially those made by the marketing communications division at Pasar Turi Baru to increase visitors. The method used in this research is a qualitative method with a phenomenological approach, the informant technique chosen is purposive technique. The theory used uses strategic management theory by Wheelen and Hunger including environmental scanning, strategy formulation, strategy implementation and strategy evaluation. The strategy carried out by the marketing communication division has been running well as seen from the increasing visitor traffic in a year through various work programs, but there are still shortcomings that need to be improved such as not only events that focus on mothers and children but also trying to make interesting events for young people.

Abstract

This research aims to explain how accountability is implemented in organizing the Governor's Official Travel SPJ at the Governor's Office of East Java Province. Qualitative methods with purposive sampling techniques were used to explore more deeply those who have knowledge of the research topic. By referring to the 7 indicators of accountability from Mardiasmo (2018), namely planning, control, fiscal policy, politics, coordination and communication, performance assessment, and motivation. The results of this research indicate that the implementation of the Governor's Official Travel SPJ at the Governor's Office of East Java Province has carried out accountability quite well. SPJ accountability for regional finances requires regulations and monitoring of employee performance. However, control and planning without motivation, communication and coordination between employees will cause inconsistency in each other's performance.

Abstract

Food security is a global strategic issue, affecting social and economic stability and even national security. Indonesia's population is increasing sharply, food security needs to be strengthened through urban farming. The source of food production in urban areas has decreased, due to the narrowing of agricultural land. The research method is descriptive and qualitative. Data collection was done using interview, observation and documentation techniques. The research analysis uses the model by Miles Huberman. The results of the study indicate that the community already understands and is familiar with urban farming with P2L, even groups of PKK women have participated in plant management in their yards; the inhibiting factors of the perpetrators are not understanding the technicalities of urban farming, lack of capital and the existence of extreme weather; The local government strongly supports the making of food security policies through urban farming by issuing several legal products of Regional Regulations.

Abstract

AbstractTobacco is an agricultural commodity in the plantation sector which has a high selling value. It is known that the largest customs and excise tax contributor taken by the Directorate General of Customs and Excise (DJBC) comes from Tobacco Products Excise (CHT). Behind the large number of revenue from this excise, the government states that smoking deaths take into account the dimensions of public health. Every year the government issues a policy of excise tariffs on tobacco products and exits the retail sale price (HJE), but this policy does not have a significant impact on the public. This study aims to see and describe the government's strategy in maximizing the policy of increasing the tobacco excise tariff (CHT) in the context of smoking prohibition in Indonesia. The research method used is library research (library research) using a contect analysis approach or content study. The results show that the government's strategy in maximizing the tobacco product excise tariff increase policy in order to sacrifice Indonesian cigarettes is still not optimal. increase in tariffs for the purpose of reducing Indonesia's cigarette consumptionAbstrakTembakau merupakan komoditi tani dalam sektor perkebunan yang memiliki nilai jual cukup tinggi. Dibalik besarnya angka penerimaan dari cukai ini, pemerintah berusaha menekan angka konsumsi rokok utamanya dengan mempertimbangkan dimensi kesehatan masyarakat. Pada setiap tahunnya pemerintah mengeluarkan kebijakan kenaikan tarif cukai hasil tembakau dan penyesuaian Harga Jual Eceran (HJE),  namun  kebijakan  ini  tidak  memberikan  dampak  yang  cukup  signifikan  dikalangan masyarakat. Penelitian ini bertujuan untuk mengetahui dan mendeskripsikan strategi pemerintah dalam memaksimalkan kebijakan kenaikan tarif Cukai Hasil Tembakau (CHT) dalam rangka menekan konsumsi rokok di Indonesia. Metode penelitian yang digunakan adalah penelitian kepustakaan (library research) dengan menggunakan pendekatan contect analysis atau kajian isi. Hasil  penelitian  menunjukkan  bahwa  strategi  pemerintah  dalam  memaksimalkan  kebijakan kenaikan tarif Cukai Hasil Tembakau (CHT) dalam rangka menekan konsumsi rokok Indonesia masih belum optimal, hal ini dapat dilihat dari faktor pendukung dan faktor penghambat pemerintah dalam memaksimalkan kebijakan kenaikan tarif Cukai Hasil Tembakau (CHT) dalam rangka menekan konsumsi rokok Indonesia.

Abstract

During a pandemic, policy decisions are made quickly and correctly. The need for COVID-19 data becomes an absolute basis for policymaking. This paper focuses on the mechanism of COVID-19 data management in the national COVID-19  task forces to be able to provide valid and realtime data. Researchers used qualitative analysis, with primary and secondary data collection. Researchers interview 3 information from the ministry of communication and informatics as a public communication team in the task force to accelerate the handling of COVID-19. The results showed that even data management was based on structural, procedural, and relational mechanisms. Structure mechanism has been formed strongly through the task force team from the national to the regions. Procedural data mechanisms, although changing procedures are now at the point of data integration. The relation mechanism shows that the coordination and communication relationship between member task forces has been done quite well where coordination is always done quickly.

Abstract

Jumlah angkutan di Kota Surabaya mengalami peningkatan dari tahun ke tahun. Tingginya volume angkutan tersebut menyebabkan kemacetan semakin meningkat. Untuk itu Pemerintah Kota Surabaya dan Dinas Perhubungan Kota Surabaya telah melakukan suatu inovasi melalui angkutan umum berupa Feeder Wira Wiri Suroboyo agar masyarakat dapat beralih ke angkutan umum. Penelitian ini bertujuan untuk mengetahui dan menganalisis atribut/karakteristik inovasi pada layanan angkutan umum Feeder Wira Wiri Suroboyo di Kota Surabaya. Metode penelitian yang digunakan dalam penelitian ini adalah kualitatif dengan pendekatan studi kasus. Penelitian ini menggunakan teknik pengumpulan data melalui observasi, wawancara, dan dokumentasi. Fokus penelitian ini menggunakan teori atribut inovasi menurut Rogers dalam Suwarno (2008) yang meliputi aspek Relative Advantage, Compatibility, Complexity, Triatibility, dan Observability. Hasil penelitian ini menunjukkan bahwa atribut inovasi layanan angkutan umum feeder Wira Wiri Suroboyo sudah terpenuhi namun belum optimal, karena masih terdapat ketidaksesuaian antara layanan dengan kebutuhan pengguna serta fasilitas pendukung seperti halte yang belum memadai.

Abstract

This study analyzes the application of Income Tax Article 23 (PPh 23) withholding, depositing, and reporting in service transactions at PT Aryan Pembangunan Perumahan Properti (KidZania Surabaya), a company operating in education and entertainment services. The research aims to assess the compliance of the company with PPh 23 regulations, particularly focusing on service-related payments subject to a 2% withholding tax rate. Using a qualitative descriptive approach, primary data were collected through direct interviews and observations of the company’s tax management practices. Secondary data from relevant tax laws and literature were also reviewed to support the analysis. The findings reveal that while the company accurately calculates the withholding tax based on applicable rates, there are delays in the depositing and reporting processes. These non-compliances may be attributed to internal procedural inefficiencies or lack of adequate understanding of tax obligations. The study underscores the importance of timely tax depositing and reporting to avoid penalties and ensure adherence to Indonesian tax regulations. Recommendations include improving internal controls, staff training on tax compliance, and adopting systematic electronic reporting methods. This research contributes to understanding tax compliance challenges faced by private companies in Indonesia and offers practical insights for enhancing the application of Income Tax Article 23 in service transactions.

Abstract

Jawa Timur Belanja Online (Jatim Bejo) program is present as an effort of the East Java Provincial Government to support the empowerment of Micro, Small, and Medium Enterprises (MSMEs) as providers through the East Java Provincial Government's goods/services procurement program in the digital era. In the digital era, MSMEs are required to adapt to information technology to increase their competitiveness. However, many MSME players still face obstacles in understanding and implementing digital technology for marketing and business operations. Although this program has been running since 2021, there is still a gap between the number of MSMEs in Surabaya and those registered in Jatim Bejo. This study examines the evaluation of MSME empowerment in Surabaya City through the Jatim Bejo program, using quantitative methods with a descriptive statistical approach. Data collection techniques were obtained from the results of distributing questionnaires to MSMEs in Surabaya as providers in Jatim Bejo with a total sample of 100 respondents, as well as conducting participatory observations related to the implementation of Jatim Bejo related to MSME empowerment efforts. The results showed that the empowerment of MSMEs in Surabaya through the Jatim Bejo program was considered to have received a positive response from respondents, with 79% of respondents stating that the Jatim Bejo program helped them in increasing product sales through Jatim Bejo.

Abstract

Magang dan Studi Independen Bersertifikat (MSIB) is a government program created by the Ministry of Education and Culture and was first held in 2021 with the aim of providing practical-based experience to students and producing graduates who are ready to work. This research examines the influence of the work environment on the motivation of MSIB Batch 7 interns at Ruang Belajar Aqil (RBA), a non-profit institution in Malang City that focuses on quality education and community empowerment. The research method used was qualitative with in-depth interviews with MSIB Batch 7 interns in Assistant positions. The research results show that the physical (facilities, cleanliness) and non-physical work environment (relationships between individuals, communication, appreciation) have a significant influence on the motivation of interns. Interns who have high motivation will contribute and produce optimal performance. The causes of decreased motivation of interns are excessive workload and lack of effective communication. This research emphasizes the importance of managing a supportive work environment to increase the motivation and performance of interns.
