Abstract

Title:  Lesson Learned of The Outer Island Development Based on The Marine and Fishery Sector: A Case Study of The SKPT of Biak NumforThe concept of Integrated Marine and Fisheries Center (SKPT) is derived from the Nawacita that prioritizes the development of small islands and border areas. The major challenge of border area is the dependence on external policy regardless to its local human resource and institutional development. As the result, the development might cause benefits distribution issue and leave localcommunities behind. This paper aims to reveal the extent of human and institutional development, as well as the issue of inclusive development in the SKPT program. The research was conducted in December 2019, using a qualitative approach (case study) to explore the concept and implementation of the SKPT that is related to human resource development, institutions and inclusive development issues. The results show that exogenous development must not ignore the issue of local human resource and institutional development. In fact, the SKPT in Biak Numfor Regency uses these two issues as the basis for determining the programs such as forms of aids and market expansion strategies that connect to local institutions.
