Abstract

Raskin program is a program of government. The program is implemented under the responsibility of the Ministry of Home Affairs and Bulog in accordance with the Joint Decree of the Minister of Home Affairs with the President Director of Bulog Number: 25 Year 2003 and Number: PKK-12/07/2003, involving the relevant Government Institution Areas and communities.Raskin program aims to reduce the burden of spending from poor households as a form of support in improving food security by providing social protection, cheap rice with a maximum of 15 Kg / RTM / month with each for Rp. 1.600 / Kg (Netto) at the distribution point. The program covers all provinces, while the responsibility of rice distribution from warehouse to distribution point is held by Bulog.The purpose of this research is to know the policy of raskin program and to know the implementation of Raskin program in Teluk Uma Urban whether to run in accordance with Raskin general guidance. While this research using George C. Edward III theory. This research method is descriptive method with qualitative approach. Descriptive method is the method of focusing attention to the problems or phenomena that existed at the time this research is done, while the data analysis technique of this study using qualitative techniques that is the analysis of data obtained based on the ability of researchers in connecting facts, and information.

Abstract

This research begins with the researcher's view of the field phenomenon where there are still many legal violations in traffic problems in the Karimun area. The implementation of regulations has not been able to maximize the deterrent effect on minors in Karimun.This research aims to find out the role of the Karimun Resort police traffic unit in preventing violations and controlling motor vehicle traffic for minors. Data was collected using unstructured interviews, documentation, and observation. Data analysis in this research uses data analysis techniques on the Miles Huberman website, the data that has been collected is created in a matrix, using qualitative analysis research methods. This research uses the theory developed by Biddle and Thomas regarding the role of policy, the role of strategy, the role of a communication tool, the role of dispute resolution, and the role of therapy.The results of this research regarding the role of traffic police in preventing violations and controlling traffic can be said to be quite good because according to what the researchers heard from the traffic police, they have implemented them following applicable policies and regulations. It just requires the role of parents and the school environment to be able to emphasize to their children not to drive motorized vehicles before the specified age and vehicle users must at least have a driver's license.

Abstract

Penelitian ini bertujuan untuk menganalisis praktik kepemimpinan dan integritas dalam pengambilan keputusan publik di Desa Tulang, Kecamatan Karimun, Kabupaten Karimun. Latar belakang penelitian ini didorong oleh pentingnya peran kepemimpinan desa dalam menentukan arah kebijakan publik serta menjaga integritas dalam pengelolaan sumber daya dan pelayanan kepada masyarakat. Pengambilan keputusan di tingkat desa tidak hanya bersifat administratif, tetapi juga mencerminkan nilai-nilai etika, transparansi, dan akuntabilitas yang memengaruhi tingkat kepercayaan masyarakat terhadap pemerintah desa. Oleh karena itu, penelitian ini berupaya memahami bagaimana praktik kepemimpinan dan integritas diwujudkan dalam proses pengambilan keputusan publik di Desa Tulang. Penelitian ini menggunakan pendekatan kualitatif dengan desain studi kasus. Partisipan dipilih secara purposif berdasarkan peran, pengalaman, dan keterlibatan mereka dalam proses pengambilan keputusan di tingkat desa. Teknik pengumpulan data meliputi wawancara mendalam dengan aparat desa dan tokoh masyarakat, observasi terhadap proses pemerintahan desa, serta analisis dokumen terkait kebijakan dan administrasi desa. Data yang diperoleh dianalisis secara tematik untuk mengidentifikasi pola praktik kepemimpinan dan integritas dalam pengambilan keputusan publik. Hasil penelitian menunjukkan bahwa praktik kepemimpinan di Desa Tulang cenderung bersifat partisipatif, ditandai dengan keterlibatan masyarakat dalam musyawarah desa, komunikasi yang relatif terbuka, serta upaya pemimpin desa dalam merespons aspirasi warga. Namun demikian, masih ditemukan tantangan berupa lemahnya koordinasi antar pemangku kepentingan dan penanganan konflik yang belum optimal. Sementara itu, integritas dalam pengambilan keputusan tercermin melalui penerapan prinsip transparansi, akuntabilitas, dan etika, meskipun terdapat beberapa potensi permasalahan yang memerlukan perhatian dan penguatan lebih lanjut.
