Abstract

Mangkutana District with a majority farmer population and has 2,383 HA of irrigated rice fields, so the Farmers of Water user Group (P3A) as a direct beneficiary of irrigation services is needed to take part in the management and maintenance of maximum irrigation networks. This study aims to determine the participation of P3A in the operation and maintenance of tertiary irrigation networks in Mangkutana District. The research method uses a qualitative descriptive method. Primary data is obtained through direct observation by interview and observation. While secondary data through document review related to the research. This research analyzes the participation of P3A in the operation and maintenance of irrigation networks starting from the participation in the planning, implementation, benefit taking and supervision stages. The results showed that P3A participation in the planning stage was generally good. In participation in the implementation stage, the indicator of compliance with irrigation service fees is very lacking because the majority of P3As have never collected dues either in the form of money or in the form of grain. P3A participation in the stages of receiving and utilizing the results of irrigation network OP activities is classified as good. At the stage of participation in the monitoring and assessment of results, P3A is less involved in routine inspections for evaluation of irrigation networks due to the limited ability of farmers to assess irrigation networks. In order to increase the capacity of P3A participation and maintain the sustainability of farmer participation in the operation and maintenance of irrigation networks, there needs to be policy support to allocate financing for the management of tertiary irrigation networks provided to P3A which has the authority to manage tertiary irrigation. This is certainly implemented with an approach mechanism that empowers the institutional capacity of P3A.

Abstract

This study aims to determine the Technical Competency Development Plan at the Regional Civil Service Agency of West Sulawesi Province. This study uses a qualitative method with a descriptive approach to provide a realistic, logical, factual, and accurate picture of what is happening in the field. Data was collected through document review, observation, and interviews. The data obtained was then analyzed based on the National Institute of Public Administration Regulation No. 10 of 2018 on the Development of Civil Servant Competencies. The results showed that the inventory in the first stage, namely the completion of civil servant profiles, had not yet been carried out. The competency gap analysis as the second stage had also not been carried out because the job competency standards were still in the drafting stage. The third stage is performance gap analysis through the assessment of employee performance targets, where overall civil servants are rated as good, but competency improvement is considered necessary to support civil servant performance in achieving the maximum result, which is an excellent rating. Finally, the verification and validation stage has not been carried out due to the absence of documents outlining the planning needs for competency development.

Abstract

This research aims to analyze the effectiveness of public service collaboration in the fields of health and civil administration. The study focuses on a case involving children born at the La Mappapenning Regional General Hospital (RSUD) in Bone Regency, South Sulawesi Province, Indonesia. The collaboration between the RSUD and the Civil Registration Office (Dukcapil) of Bone Regency is designed to facilitate the direct issuance of civil documents (Birth Certificates, Family Cards, and Child Identity Cards) at the hospital, eliminating the need for a separate visit to the Dukcapil office. This study employs a descriptive qualitative approach using Huxham's theory of Collaborative Advantage, which includes four dimensions: managing goals, managing trust, managing culture, and managing leadership. Data were collected through interviews, observations, and documentation with fifteen informants. The results indicate that while the collaboration is effective due to the convenience and efficiency it provides, its implementation still faces challenges. Those challenges are differences in goals, an imbalance of roles, limitations of integrated information systems, and a lack of clarity in the leadership structure for decision-making. By adaptively managing the dynamics of trust, organizational culture, and the active participation of leaders from both institutions, this collaboration has the potential to become an innovative model for inclusive and effective public service. This research contributes theoretically to the practice of collaborative governance and offers practical recommendations for optimizing cross-sector partnerships in hospital-based public services.

Abstract

A great and successful innovation is one that endures even after the leadership has changed and the managers have moved. The organizer or person in charge must maintain the current level of innovation. The local government must apply sustainable improvements. In addition to striving to improve the welfare of the village community, the sustainability of village innovations employs a notion of sustainable development management. As a result, community welfare as a result of village innovation can increase development that is felt not only by the current generation, but also by the community in the future. This study applied a qualitative approach with literature review method. Interviews are used to acquire data. The literature review was carried out by examining the sustainability of the Mallari village government's Village Innovation in South Sulawesi Province, Bone Regency. The purpose of this research is to determine the sustainability of village innovation from a variety of perspectives, including economic, social, and environmental. The result of the study showed that the sustainability of village innovations implemented in Mallari village is influenced by a variety of factors, including social, economic, and environmental factors.

Abstract

The purpose will be to test the influence of perceived value, perceived service quality, and perceived risks on e-loyalty. In this study, a quantitative research approach is used. Quantitative research is research that uses data analysis in the form of numbers. The population that will be taken in this study is all customers who transact at PT Bank Syariah. The population in this study uses an infinite population, where the infinite population in this study is taken from a customer of PT Bank Syariah Indonesia, KCP Makassar Panakukang. The sampling technique used was accidental sampling, so the number of samples was 145 respondents. The data analysis method is multiple linear regression analysis. The results of the study found that perceived value has a significant effect on e-loyalty, service quality has a significant effect on e-loyalty, and perceived risk has a significant effect on e-loyalty.

Abstract

Abstract This study aims to analyze the partial influence of price variables on consumer purchasing decisions, the partial influence of product quality variables on consumer purchasing decisions of Honda cars, and the partial influence of brand image variables on consumer purchasing decisions. Honda vehicles. customers who have used or purchased an unknown number of Honda car products. The technique or way to determine the sample in this study uses incidental sampling methods. Abstract

Pangkajene and Kepulauan Regency has a relatively high intensity of child marriages and this influences community welfare. Child marriages in Pangkajene and Kepulauan Regency are caused by many factors, one of which is cultural factors, namely arranged marriages. Eliminating child marriage is one of the goals of Sustainable Development Goals (SDGs). Children have the right to receive protection from the state, government, parents, and society. in order to realize this, this research aims to prepare an academic paper of the academic draft of regional regulation of Pangkajene and Kepulauan regency on the prevention of child marriage as the argumentation basis in designing public policies regarding methods and strategies for preventing child marriage in Pangkajene and Kepulauan Regency. The preparation of this academic draft was carried out using data collection and analysis methods, namely qualitatively by conducting literature studies and literature studies as well as conducting interviews. The results of the research show that when compiling academic drafts, it is important to take law number 12 of 2011 into account. To prepare legal guidelines, researcher needs to pay attention to the effectiveness of these policies for people’s lives, both philosophically, sociologically and juridically. Apart from that, in preparing academic draft, regional regulation compositionneeds to include the scope, direction of regulation, and scope of the material they contain.

Abstract

Selection constitutes the initial stage (Alpha) of an efficient, effective, accountable, and sustainable management process for medicines and consumable medical supplies (CMS) in hospitals. This article details the selection phase that precedes the planning phase as part of the overall management process for medicines and CMS at La Mappapenning Hospital. The data was gathered through observation, interviews, and documentation of medicine and CMS management practices. Data analysis followed an interactive model: data collection, data condensation, data presentation, and verification/conclusion. The results indicate that the selection of medicines and CMS is carried out in an efficient, effective, accountable, and sustainable manner, serving as the alpha process or management system at La Mappapenning Hospital. Medicines and CMS are selected prior to procurement planning, based on proposals from users and reference to the national formulary, while considering their efficacy, safety, quality, and cost. The selection process involves medical staff, pharmacists, and employees from related management units. The outcome of this selection serves as the input for the medicine and CMS planning phase, which is regularly updated based on utilization evaluation at La Mappapenning Regional General Hospital in Bone Regency.
