Abstract

penelitian ini membahas peran sosial politik Tentara Nasional Indonesia (TNI, tentara Indonesia) di tingkat desa dengan Bintara Pembina Desa (Babinsa, lembaga bimbingan desa) sebagai pelaksana pedoman wilayah. Lebih khusus, penelitian ini membahas lebih dalam tentang keterlibatan dan peran sosial politik Babinsa Komando Rayon Militer (Koramil, komando wilayah militer) 0113 / Cibaliung di Kabupaten Cibaliung selama 2017-2018. Tujuan dari penelitian ini adalah untuk mengetahui dan memahami peran dan pola keterlibatan Babinsa Cibaliung dalam kehidupan sosial politik desa, serta dampaknya terhadap pembangunan desa. Teori besar yang digunakan adalah teori hubungan militer-sipil Samuel P. Huntington dengan fokusnya pada kontrol sipil atas militer, di mana ada dua kategori kontrol sipil, yaitu: kontrol sipil subyektif dan kontrol sipil objektif. Selain itu, teori profesionalisme militer dan teori hegemoni Gramsci juga digunakan sebagai analisis dalam penelitian ini. Metode penelitian yang digunakan adalah metode penelitian kualitatif dengan pendekatan fenomenologis. Hasil penelitian menunjukkan bahwa kontrol sipil atas hubungan militer-sipil di Kabupaten Pandeglang adalah kontrol sipil yang obyektif yang menekankan keseimbangan antara kekuatan militer dan wewenang pemerintah sipil. Babinsa Cibaliung secara harfiah termasuk dalam jenis militer revolusioner, yang berarti bahwa pengetahuan profesional Babinsa ditujukan pada nilai-nilai sosial dan politik. Babinsa juga berperan dalam penyampaian wacana hegemoni negara di desa-desa. This paper examines the social political role of the Tentara Nasional Indonesia (TNI, Indonesian army) at the village level with the Bintara Pembina Desa (Babinsa, village guidance agency) as the executor of territorial guidance. More specifically, this paper discusses more deeply about the involvement and social political role of Babinsa of Komando Rayon Militer (Koramil, military command of territory) 0113/Cibaliung in Cibaliung District during 2017-2018. The purpose of this research is to know and understand the roles and pattern of involvement of the Cibaliung’s Babinsa in the social political life of village, as well as its impact on village development. The grand theory used is Samuel P. Huntington’s military-civil relations theory with its focus on civilian control over military, where there are two categories of civilian control, namely: subjective civilian control and objective civilian control. In addition, the theory of military professionalism and the theory of Gramsci’s hegemony were also used as analysis blades in this research. The research method used is a qualitative research method with a phenomenological approach. The results of the research indicate that civilian control of military- civil relations in Cibaliung District is an objective civilian control that emphasizes the balance between military power and the authority of the civilian government. Babinsa of Cibaliung is literally included in the revolutionary military type, which means that Babinsa’s professional knowledge is aimed at social and political values. Babinsa also plays a role in the delivery of state’s hegemony discourses in villages.

Abstract

Baduy are attached to the forest, and the environment depends on forest management. On the other hand, the role and involvement of Baduy women are no less important in forest management to encourage food security for them and their families. This research uses the theory of gender equality; it aims to capture the gender gap in forest management through social forestry programs in the Baduy community to encourage food security. By using a qualitative descriptive method, this research seeks to let reality reveal itself naturally. The study results show that gender inequality still exists in managing social forestry in the Baduy community. This gender inequality can be seen in the minimum absence of access for Baduy women involved in social forestry management. The domestic role of Baduy women dominates in food security efforts through social forestry, but the public role of Baduy women farmers is almost nonexistent. Women's control over social forestry is also limited to the domestic role in the household. In contrast, control in forestry is held by male farmers, with all decisions in the hands of men, making it difficult for women to be present and actively involved. However, this social forestry benefits both male and female farmers, whereas women obtain these benefits indirectly through their husbands, who are actively involved as managers of social forestry.

Abstract

AbstractThe issue of gender equality is still not a priority in the government's climate change adaptation and mitigation efforts, even though climate change indirectly interacts with conditions of gender inequality and produces impacts that can be detrimental to women. The climate village programme, as one of the government's efforts to overcome climate change, is a programme that cannot be separated from gender issues. The aim of this research is to analyse climate change adaptation and mitigation efforts through the climate village programme and examine the presence of women in the programme. Using a case study approach, researchers analysed the efforts made by the Flamboyan group in overcoming climate change in Tangerang City. Through the climate village programme, the Flamboyan group succeeded in getting an award from the local government for its efforts in climate change even though it was only formed in 2022. The results of the research show that before the climate group was formed by the government, this group headed and dominated by women had independently fought for climate change since 2012 in various ways, starting from planting plants in people's yards, waste banks, clean and healthy lifestyles (PHBS) and so on. These efforts were carried out independently for a long time and consistently before finally being formed as a climate group by government in 2022. Therefore, even though it was only formed in 2022, this group managed to receive various awards from the government in 2023 for its efforts in climate change. This group also proves that women can not only be present in domestic affairs, but also public affairs and succeed in bringing change to their environment. The impact on the economy, social and environment has been felt by local groups and communities.Keywords: Climate Village Programme, Climate Change, Adaptation, Mitigation AbstrakIsu kesetaraan gender masih belum menjadi prioritas dalam upaya adaptasi dan mitigasi perubahan iklim yang dilakukan pemerintah, padahal perubahan iklim secara tidak langsung berinteraksi dengan kondisi ketidaksetaraan gender dan menghasilkan dampak yang dapat merugikan perempuan. Program kampung iklim sebagai salah satu upaya pemerintah dalam mengatasi perubahan iklim menjadi salah satu program yang tidak lepas akan permasalahan gender. Tujuan dari penelitian ini adalah untuk menganalisis upaya adaptasi dan mitigasi perubahan iklim melalui program kampung proklim serta mengkaji kehadiran perempuan dalam program tersebut. Dengan menggunakan pendekatan studi kasus, peneliti menganalisis bagaimana upaya yang dilakukan oleh kelompok proklim Flamboyan dalam mengatasi perubahan iklim di Kota Tangerang. Melalui program kampung proklim, kelompok proklim Flamboyan berhasil mendapatkan penghargaan dari pemerintah daerah atas upayanya dalam perubahan iklim meskipun baru terbentuk di tahun 2022. Hasil penelitian menunjukan bahwa sebelum dibentuk kelompok proklim oleh pemerintah, kelompok yang di ketuai dan didominasi oleh perempuan ini telah secara mandiri memperjuangkan perubahan iklim sejak tahun 2012 dengan berbagai cara, mulai dari penanaman tanaman dipekarangan rumah warga, bank sampah, pola hidup bersih dan sehat (phbs) dan lain sebagainya. Upaya-upaya ini dilakukan secara swadaya untuk waktu yang lama dan konsisten sebelum akhirnya dibentuk sebagai kelompok poklim di tahun 2022. Oleh sebab itu, meskipun baru terbentuk 2022 namun kelompok ini berhasil mendapatkan berbagai penghargaan dari pemerintah di tahun 2023 atas upayanya dalam perubahan iklim. Kelompok ini juga membuktikan bahwa perempuan tidak hanya bisa hadir di urusan domestik, namun juga urusan publik dan berhasil membawa perubahan pada lingkunganya. Dampak terhadap ekonomi, sosial dan lingkungan telah dirasakan oleh kelompok serta masyarakat sekitar.Kata kunci: Kampung Iklim, Perubahan Iklim, Mitigasi, Adaptasi

Abstract

AbstractFood Accessibility of the Baduy community through social forestry can increase the food security of the community, which in turn will also affect the welfare of the Baduy. In this study, food accessibility for the Baduy community is seen through physical accessibility which includes infrastructure and community facilities in fulfilling food security, while economic accessibility looks at the material capabilities of the community in accessing food. This research used a phenomenological approach, in which researchers try to understand the physical and economic accessibility of food through social forestry in promoting food security in the Baduy community. The results showed that the food accessibility of the Baduy community through social forestry was quite good and sufficient, where 124 Baduy farmers were members of the social forestry community group so that they had access to forest management and obtained rights to share the profits from the sale of social forest products. The closeness of the Baduy people to nature makes the Baduy people have a 'good' relationship with nature so that their food needs are fulfilled even though the majority of the people are farmers who have irregular incomes. The sale of social forest products from both short-term and long-term crops helps Baduy farmers meet their basic needs. By selling timber from the social forest, Baduy farmers can get a profit-sharing proportion of around 20-30%. The absence of a market in the Baduy community also does not make it difficult for them to obtain food/food because there are still small traders. The community's access to roads and bridges to food is quite adequate with the river as the Baduy community's main water source.Keywords: social forestry, Baduy community, food accessibility, food security AbstrakAksesibilitas pangan masyarakat Baduy melalui perhutanan sosial dapat meningkatkan ketahanan pangan masyarakat masyarakat Baduy dan akhirnya dapat mendorong kesejahteraan masyarakat Baduy. Dalam penelitian ini, aksesibilitas pangan masyarakat Baduy dilihat melalui aksesibilitas fisik yang meliputi sarana prasarana serta fasilitas masyarakat dalam memenuhi ketahanan pangan, dan aksesibilitas ekonomi yang melihat kemampuan material masyarakat dalam mengakses pangan. Dengan menggunakan pendekatan fenomenologi, peneliti mencoba memahami aksesibilitas pangan baik fisik dan ekonomi melalui hutan sosial dalam mendorong ketahanan pangan pada masyarakat Baduy. Hasil penelitian menunjukkan bahwa aksesibilitas pangan masyarakat Baduy melalui perhutanan sosial cukup baik dan memadai, tercatat sebanyak 124 petani Baduy yang tergabung dalam kelompok paguyuban perhutanan sosial sehingga membuat mereka memiliki akses dalam pengelolaan hutan serta mendapatkan hak untuk bagi hasil penjualan hasil hutan hutan sosial. Lekatnya masyarakat Baduy dengan alam membuat masyarakat Baduy memiliki hubungan ‘baik’ dengan alam sehingga masyarakat tercukupi kebutuhan pangannya meski mayoritas masyarakat merupakan petani yang memiliki pendapatan tidak tetap. Penjualan hasil hutan sosial baik dari tanaman jangka pendek dan tanaman jangka panjang senyatanya membantu petani Baduy dalam mencukupi kebutuhan hidup mereka. Dengan penjualan kayu hasil hutan sosial, petani Baduy bisa mendapatkan proporsi bagi hasil sekitar 20-30%. Ketiadaan pasar dalam masyarakat Baduy juga tidak menyulitkan mereka mendapatkan bahan pangan atau pangan karena masih ada pedagang-pedagang kecil. Sedangkan akses masyarakat akan jalan dan jembatan menuju pangan cukup memadai dengan sungai sebagai sumber air utama masyarakat Baduy.Kata kunci: hutan sosial, masyarakat baduy, aksesibilitas pangan, ketahanan pangan

Abstract

Democracy is not a sure thing. It always has dynamics movement, where today, democracy has been transformed into digital democracy, and on the other hand, citizens have been transformed into digital citizens usually called netizens. With the internet, the way of communication among citizens, states, and even social organizations has changed. It is clear that many citizens of this digital age have demonstrated interest in making a contribution to society. However, not all citizens can participate in digital democracy as well as digital citizenship. This study used qualitative research methods and the approach used in this research is descriptive research. Data were collected through observation and documentation. The result of this study is that there are still obstacles and challenges, especially for young people to participate in digital democracy. One of the obstacles and also challenges for digital citizens is freedom in digital democracy. Permissive on the other hand also becomes one great obstacle for digital citizens to explore social media and make a contribution to digital democracy. Citizens, an especially young citizen is active player in society, both in the future and in the present, so that their ideas, values, and contributions can influence democracy as well as digital democracy. Unfortunately, young citizens become one of the players that often face the issue of freedom or permissive in digital democracy.
